HomeMy WebLinkAboutIR 10162 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10162 To the Mayor and Members of the City Council June 26, 2018 r� Page 1 of 1 �i �i7 Y *a SUBJECT: FAA DISCRETIONARY GRANT FUNDING REQUEST FOR rrn REPAYMENT OF ADVANCED REGIONAL TOLL REVENUE FOR THE ALLIANCE RUNWAY EXTENSION PROJECT The purpose of this Informal Report is to inform the City Council of the Aviation Department's intent to submit a letter requesting discretionary funding from the Federal Aviation Administration to seek reimbursement to repay the North Central Texas Council of Governments (NCTCOG), the fiscal agent for the Regional Transportation Council (RTC), for funds advanced for the relocation of the Burlington Northern Santa Fe Railroad in order to relocate FM-156 for the Runway Extension Project at Alliance Airport. On August 8, 2009 (M&C-C-23734), the City Council authorized the execution of an Advance Funding Agreement in the amount of $80,000,000 for the relocation of the BNSF Main Rail line (CSC no. 39068). In February 2013, the City entered into an Interlocal Cooperative Agreement with the NCTCOG and the RTR for the repayment of $51 ,300,000 in advanced regional toll revenue funds (CSC no. 44176). Execution of this Agreement had been authorized by Council on January 29, 2013 (M&C C-26078). This Agreement requires that the Aviation Department repay NCTCOG, in installments, an amount equal to the Federal Aviation Administration discretionary funds awarded to the City for Alliance Airport until the $51 ,300,000.00 is repaid. The RTC and NCTCOG agreed to waive repayment of the remaining $28,700,000. Alliance Air Services, the company contracted to manage Alliance Airport, will be submitting a letter to the FAA on behalf of the City of Fort Worth Aviation Department seeking discretionary funding for the repayment of the advanced funds as a condition of the Interlocal Agreement. Both the RTC and NCTCOG acknowledge that future awards of discretionary grants are not guaranteed and that the City is not obligated to use any other funding sources other than the FAA discretionary grant award(s) to repay NCTCOG. The Runway Extension Project is a multi-phased project that began in 2001 and was substantially completed in March 2018. To date, over $250 million has been expended towards completing this project.
