Staff also generates a monthly report to keep the Council informed of the volume of development activity, process improvements and outline staff's performance in implementing changes and improving the delivery of plan review and permits. This monthly report consists of metrics associated with Building Permits, Infrastructure, Stormwater Development, and Water Development Plan review. It provides updates on continuous development process improvement efforts. The Fort Worth Development Activity report is attached for your use and information. The following are highlights for the month: May 2018 Highlights Building Permits • In May 2018, 440 new single family permits were issued compared to 479 new single family permits issued in April 2018, a decrease of 8%. • The City issued 440 new single family permits in May 2018 compared to 475 new single family permits in May 2017, down 7%. • In May 2018, 81 new commercial permits were issued compared to 101 new commercial permits issued in April 2018, down 20%. • In May 2018, 81 new commercial permits were issued compared to 77 new commercial permits issued in May 2017, up 5%. • Total commercial valuation (including remodels and additions) decreased to $158 million in May 2018 from $266 million in April 2018, down approximately 41%. In April 2018, there were 5 projects valued at or above $20 million including a $60 million multi- family project. In May 2018, there were 4 projects valued at or above $20 million with the highest valued project at $25 million. Customer Service • In response to requests from Council, an additional question was added in mid-May to the customer service survey requesting respondents to reveal if their project is residential or commercial. • The Overall Customer Service Satisfaction was 78% Very Positive or Somewhat Positive for May 2018 down from 87% in April 2018. In monthly training and weekly staff meetings, supervisory staff are focusing on customer responsiveness and timely communication of information. • The June All Employee meeting training included a segment on customer service and additional training is scheduled for June for new employees. • Chart A includes all survey responses for the month of May including responses to the additional question. Plan Examiner Review • On June 13, 2018 review times were as follows: Days to first review Commercial Plans Actual 8 Days Goal 7 Days Days to first review Residential Plans Actual 7 Days Goal 7 Days • All departmental reviews time to first comment were as follows: Commercial Plans 17 Days Residential Plans 10 Days • Commercial Permitting is currently undergoing a lean process review that is scheduled to be complete by October 2018. • Due to backlog in Urban Design, total time from submission to first comment for commercial plan review was 17 days. We are currently hiring a staff member to address this backlog and they will be on board by July 9, 2018. Two (2) projects have completed the new IPRC/CFA process and one hundred fifty (150) projects are currently in the new process and are generally performing to the new schedules. Community Facility Agreements (CFA) • The Policy Consultant and CFA policy review team initiated discussion on "core" items and compiled them into a list to be identified as items to included or excluded in the CFA policy update in addition to items that will require further deliberation. Breakout meetings have been scheduled to further discuss items that need more examination with the Policy Consultant. Following the breakout meetings, recommendations will be presented to the committee for review. This project is scheduled for completion on October 1, 2018 and is on schedule. Development Process Improvements • Commercial Permitting Lean Review: Since the Commercial Building Permit Interdepartmental Development team kick off Lean process improvement meeting on May 8, 2018, the team has completed mapping nine (9) of the nineteen (19) processes associated with commercial building permit review. Additionally, the team has chronicled and documented the voice of the customer (external) and the voice of the business (internal) to gain a better understanding of the customer experience. This lean review of the commercial permitting process is scheduled to complete by October 1 , 2018.
