AUTHORIZING THE EXECUTION OF AMENDMENT NO. 3 TO AN
ADVANCE FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF
TRANSPORTATION, TO UPDATE EQUIVALENT MATCH PROJECTS FOR
THE REPLACEMENT OF THE WEST SEVENTH STREET BRIDGE
WHEREAS, on May 27, 2008, (M&C C-22828) the City Council approved an Advance Funding
Agreement ("AFA") with the Texas Department of Transportation ("TxDOT"), City Secretary Contract
No. 38892, for replacement of the West 7th Street Bridge; and
WHEREAS, in lieu of the 10% cash participation for the eligible portion of the project, the City,
under TxDOT's Equivalent Match Program ("EMP") was to replace the minor bridge at Cravens Road
over Wildcat Branch, remove the unused Vickery Boulevard bridge over Henderson Street and remove
Nine Mile bridge over a tributary to Lake Worth; and
WHEREAS, On June 23, 2009 the City Council authorized two additional AFAs with TxDOT to
add Silver Creek Road bridge over Silver Creek(M&C C-23621)and Silver Creek Road bridge over Live
Oak Creek (M&C C-23622) due to there being additional credit capacity within this EMP; and
WHEREAS, Cravens Road bridge was reconstructed by the City in June 2015 but due to
unconventional type of structure and other complications, Vickery Boulevard bridge was never removed
and neither was the Nine Mile bridge; and
WHEREAS, the City has identified repairs to the West Lancaster Avenue bridge to be performed
in lieu of the actions contemplated for the Vickery Boulevard bridge and the Nine Mile bridge; and
WHEREAS, TxDOT approved the City's request to remove the Vickery Boulevard bridge and
Nine Mile bridge from the original West 7th Bridge EMP and substitute in the West Lancaster Avenue
bridge repairs; and
WHEREAS, the City of Fort Worth desires to enter into Amendment 3 to the Advance
Funding Agreement with the Texas Department of Transportation, City Secretary Contract No.
38892, for replacement of the West 7th Street Bridge, to delete the Vickery Boulevard and Nine
Mile bridges and add the West Lancaster Avenue bridge resulting in a revised unallocated financial
credit of $157,670.11.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
The City Manager is hereby authorized to execute Amendment 3 to the Advance Funding
Agreement with the Texas Department of Transportation, City Secretary Contract No. 38892, for
replacement of the West 7th Street Bridge, to delete the Vickery Boulevard and Nine Mile bridges
and add the West Lancaster Avenue bridge resulting in a revised unallocated financial credit of
$157,670.11.

Adopt Resolutions Authorizing Execution of Three Amendments to Advance Funding Agreements with the
Texas Department of Transportation to Update Equivalent Match Projects for the Replacement of the West
Seventh Street Bridge, Silver Creek Road Bridge Over Silver Creek and Silver Creek Road Bridge Over
Live Oak Creek with No Increase in Cost to the City of Fort Worth (COUNCIL DISTRICTS 3, 5, 7, and 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt a Resolution authorizing the City Manager to execute Amendment No. 3 to City Secretary
Contract No. 38892, an Advance Funding Agreement with the Texas Department of Transportation, to
update Equivalent Match Projects for the replacement of the West Seventh Street Bridge;
2. Adopt a Resolution authorizing the City Manager to execute Amendment No. 1 to City Secretary
Contract No. 39023, an Advance Funding Agreement with the Texas Department of Transportation, to
update Equivalent Match Projects for the replacement of the Silver Creek Road Bridge over Silver Creek;
and
3. Adopt a Resolution authorizing the City Manager to execute Amendment No. 1 to City Secretary
Contract No. 39024, an Advance Funding Agreement with the Texas Department of Transportation, to
update Equivalent Match Projects for the replacement of the Silver Creek Road Bridge at Live Oak Creek.
DISCUSSION:
The City as part of its ongoing bridge maintenance program, partners with the Texas Department of
Transportation (TxDOT) whereby Federal monies are used to fund improvements and the local financial
match for these bridge projects is provided through the City performing specific bridge improvements on
different bridge structures and creating Equivalent Match Projects (EMP's) and Financial Credits. The City
has entered into three Advanced Funding Agreements with TxDOT for three specific bridge improvement
projects which created the need for local financial matching of$1,464,300.00. The following table lists
these three projects and the corresponding needed Equivalent Match Funds.

In providing the Local Equivalent Match Funds, the City identified three separate bridge improvement
projects that would, together, cover the requirements for the three TxDOT bridge projects. The projects
and the corresponding Financial Credits are listed in the following table.

The S. Cravens Road bridge was reconstructed by the City and reopened to traffic in June 2015. The
removal of the Vickery Boulevard and Nine Mile Bridges has not occurred at this time due to the
unconventional structure type and other site complications. To comply with the local match requirements,
the City has identified the West Lancaster Avenue bridge repair as an acceptable bridge improvements
project to produce the needed Financial Credits and this substitute has been approved by TxDOT.
Consequently, the Vickery Boulevard and Nine Mile Bridge removal projects will be removed from the
Advanced Funding Agreements and the West Lancaster Avenue Bridge Project will replace them. This
change will result in the City having $157,670.11 in unallocated Financial Credits that can be used on
future TxDOT bridge replacement projects. The following table lists the Local Equivalent Match Projects
and corresponding Financial Credits that are included in the amended Advanced Funding Agreements.

This contract will be with a governmental entity, state agency or public institution of higher education:

FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds are available in the current capital budget, as appropriated, of
the Grant Capital Projects Fund prior to an expenditure being incurred, the participating department has
the responsibility to validate the availability of funds.
