HomeMy WebLinkAboutOrdinance 23280-06-2018 Ordinance No. 23280-06-2018 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AMOUNT OF $1,000,000.00, SUBJECT TO THE RECEIPT OF THE GRANT, IN THE AIRPORT GRANTS FUND, FROM GRANT RECEIPTS, FOR RUNWAY AND TAXIWAY REHABILITATION PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the amount of $1,000,000.00, subject to the receipt of the grant, in the Airport Grants Fund, from grant receipts, for Runway and Taxiway Rehabilitation project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22927-09-2017 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the application for and acceptance of a grant, if awarded, from the Federal Aviation Administration in an amount up to $900,000.00 for the Runway and Taxiway Rehabilitation Project at Fort Worth Alliance Airport; 2. Authorize the use of land credits in an amount up to $100,000.00 for the City's in-kind local match of ten percent of the project cost; and 3. Adopt the appropriation ordinance increasing the estimated receipts and appropriations in the Airport Grants Fund in the amount of$1,000,000.00, subject to receipt of grant. DISCUSSION: Each year Fort Worth Alliance Airport is eligible to receive Airport Cargo Entitlement funds from the FAA based on the amount of cargo activity from the previous calendar year and discretionary dollars available in the Airport Improvement Program. The total amount of entitlement funds available to Fort Worth Alliance Airport this year is an amount up to $900,000.00. This year the Fiscal Year 2018 Cargo Entitlement grant will be used to rehabilitate the pavement shoulders of Runway 16L, Runway 16R, and all associated taxiways. The asphalt shoulders are in need of rehabilitation and this project is necessary to extend the useful life of the airfield shoulders. No City salaries will be charged to this grant, so indirect costs are not applicable. AVIATION ADVISORY BOARD APPROVAL—On May 17, 2018, the Aviation Advisory Board voted to recommend that the City Council approve this action. This contract will be with a governmental entity, state agency or public institution of higher education: (Federal Aviation Administration).
