HomeMy WebLinkAboutOrdinance 18392-12-2008Ordinance No. 18392-12-2dd8 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $61,ddd.dd UPON RECEIPT OF THE FISCAL YEAR 2dd9 IMPAIRED DRIVING MOBILIZATION GRANT FROM THE TEXAS DEPARTMENT OF TRANSPORTATION FOR THE PURPOSE OF FUNDING DRIVING WHILE INTOXICATED (DWI} ENFORCEMENT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS; SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2dd8-2409, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $61,ddd.dd upon receipt of the Fiscal Year 2409 Impaired Driving Mobilization Grant from the Texas Department of Transportation for the purpose of funding Driving While Intoxicated (DWI} Enforcement. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 18283 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect upon adoption. Authorize the City Manager to apply far and accept, if awarded, an Impaired Driving Mobilization grant in the amount of $61,000.44 from the Texas Department of Transportation; 2. Authorize the City Manager to enter into a contract with the Texas Department of Transportation for the Impaired Driving Mobilization grant implementation during Fiscal Year 2009; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of $61,000.00 upon receipt of the grant. DISCUSSION: The goal of the Impaired Driving Mobilization project is to conduct a sustained Driving While Intoxicated (DWI} enforcement effort to increase DWI arrests and decrease alcohol related crashes. The contract provides funds for Fort Worth Police Department officers to conduct DWI enforcement on an overtime basis for nine months. Grant funds of $47,111.00 will be budgeted for 973 enforcement overtime hours and $8,438.00 for fringe benefits. An additional $4,349.40 will be budgeted for overtime hours and fringe benefits required for administrating the grant. Twenty hours of overtime and fringe benefits will be budgeted for public information and education events, totaling $1,102.00. No matching funds are required for this program.
