AMENDMENT NO. 4 TO CITY SECRETARY CONTRACT NO. 46710
This Amendment is entered into by and between the City of Fort Worth (hereafter
"City"), a Texas home rule municipal corporation with its principal place of business at 200
Texas Street, Fort Worth, Texas, and Strategic Government Resources (hereafter "Consultant
or SGR"), a Texas Corporation acting by and through its duly authorized Managing Director.
WHEREAS, the parties have previously entered into City of Fort Worth City Secretary
Contract Number 46710 (the "Contract"), which was executed on June 2, 2015;
WHEREAS,the Contract is for the purpose of assisting the City with employee training,
executive recruitment and selection, and other appropriate consulting services as requested by
the City. In particular, Consultant will perform all duties outlined and described in the original
Scope of Work to be determined on an as needed basis;
WHEREAS, the original Contract compensation was an amount not to exceed
$366,000.00;
WHEREAS, the Contract was subsequently amended on October 3, 2016, to increase the
compensation by $209,000.00 for consulting services pursuant to the Contract for an amount not
to exceed $575,000.00;
WHEREAS, the Contract was again amended on March 20, 2018 to increase the
compensation for continued consulting services by $88,460.00 to an amount not to exceed
$663,460.00 to allow the Consultant to continue to provide Interim Managers under the
Contract's Statement of Work; and
WHEREAS, City and Consultant desire to increase the Interim Management Services
hourly rate;
NOW, THEREFORE, City and SGR hereby agree as follows:
I.
The Interim Management Services hourly rate shall increase $1.98 per hour from $66.00 to
$67.98 per hour. The Interim Managers shall work a maximum of 40 hours per week unless
otherwise approved by the City. The total compensation stated in the Contract, including the
amendments, shall not be increased as a result of this Amendment Number 4.

SUBJECT: Authorize Execution of a Master Professional Services Agreement with Strategic
Government Resources, Inc., in an Amount Not to Exceed $366,000.00 Annually for
Employee Training, Executive Recruitments and Consulting Services (ALL COUNCIL

RECOMMENDATION:
It is recommended that the City Council authorize the execution of a Master Professional Services
Agreement with Strategic Government Resources, Inc., for employee training, executive searches and
consulting services in an amount not to exceed $366,000.00 annually.
DISCUSSION:
The City uses a variety of vendors for employee training and recruitment services annually. In May 2013,
(M&C C-26261) a multi-year contract was awarded to Strategic Government Resources, Inc. (SGR), to
develop and deliver appropriate in-class and online training throughout the organization that would focus on
accountability, supervision and core competencies that aligned with the new performance evaluation
system. SGR was selected by an evaluation team of City employees from several departments.
Since 2014, SGR has provided a core set of courses for employee training. SGR's knowledge and
experience with Fort Worth's organizational philosophy is critical to the continued development of the
training program and will provide consistency in the delivery of core content to employees.
The Human Resources Department also utilizes an SGR contract for national recruitment and selection
services for various positions throughout the City. SGR is currently providing these services for a number
of positions including Assistant City Manager, Director of Neighborhood Services, Director of Property
Management and Assistant Director of Finance. SGR has demonstrated they have in place the strategy,
personnel, experience and network to conduct these services effectively. SGR is familiar with the dynamics
and culture of the City of Fort Worth as a result of their broad work in other areas, as mentioned
above. Authorizing a Master Services Agreement with SGR will eliminate duplicate efforts by departments
and allow similar services to be provided to various departments on a non-exclusive as needed basis.
M/WBE OFFICE -A waiver of the goal for MBE/SBE subcontracting requirements was requested by the
Department and approved by the M/WBE Office for the professional service contract with Strategic
Government Resources, Inc., in accordance with the BIDE Ordinance, because the purchase of these
services are from a source where subcontracting or supplier opportunities are negligible.
TERM -This Agreement shall be effective upon execution and shall remain in effect for one year from the
date of execution.
RENEWALS -This Agreement may be renewed at the City's option for four consecutive terms of one year
each. This action does not require specific City Council approval provided that sufficient funds have been
appropriated during the renewal terms. The pricing during any renewal term shall not exceed five percent
of the previous years' pricing.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current
operating budget, as appropriated, of the participating departments and that prior to an expenditure being

made, the participating department has the responsibility to validate the availability of funds without
exceeding existing appropriations.
