With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:03 p.m. on Tuesday, June 12, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There are none.
b. Upcoming and Recent Events
Race and Culture Leadership Training for Fort Worth City Council, Appointed Officials, and
Assistant City Managers — Thursday, June 14,m 2018, 8:30 am — Noon at the Botanic Garden
Center.
MLK/Juneteenth Committee Juneteenth activities:
Friday, June 15'', noon — 1:00 p.m., City Hall Plaza -Vendor Trucks on-site and an outdoor
dance program.
Tuesday, June 19th, noon — 1:00 p.m., City Council Chamber - A screening of the film,
Wessyngton Plantation:A Family's Road to Freedom.
Council meeting for Tuesday, June 19th is cancelled.

Last week Secretary of Housing and Urban Development Ben Carson designated the Fort Worth
Martin Luther King, Jr. Community Center as one of the few Envision Centers across the
country. Secretary Carson will join Council Member Bivens and Mayor Pro-Tem Shingleton on
Tuesday, June 19th from approximately 10:00 a.m. to 12:00 p.m. for a press conference, tour and
roundtable discussion.

2. Current Agenda Items - City Council Members
M&C C-19306—Creates an appropriation authority to start the 2018 bond projects.
M&C P-12209 — Kirk Slaughter provided an explanation of the proposed agreement with Edlen
Electrical Exhibition Services of Texas for the Fort Worth Convention Center and Will Rogers
Memorial Center.
M&C P- 12210—Confirmed that 4 of the trucks will be going to the mounted patrol.
M&C C-28730 — Robert Sturns provided an update on the road construction improvements on
Trinity Blvd., American Blvd., and US Highway 360 near the American Airlines headquarters
expansion.
M&C G-19305 —reallocation of gas well revenue funds from completed projects to various city
parks.
3. Responses to Items Continued from a Previous Week
There were no items continued.
4. Briefing on Non-Discrimination Compliance Program - Angela Rush, City Manager's
Office
Ms. Angela Rush, City Manager's Office, briefed the Council on changing from a decentralized
Title VI Program to a centralized one. This will allow for a more consistent approach and all
departments can use the citywide plan and not have to create their own. The plan will be on the
June 26, 2018, City Council agenda for approval.

5. Briefing on Annual Action Plan and Five-Year Consolidated Plan for Housing and
Community Development Programs - Barbara Asbury, Neighborhood Services
Department
Ms. Barbara Asbury, Neighborhood Services Department, provided recommendations for the
2018-2022 Consolidated Plan Goals and 2028-2019 funding allocations for CDBG, HOME, ESG
and HOPWA grants. She also provided recommendations for funding for unprogrammed funds,
2018-2019 Action Plan funds and CDBG funding from a project that is not moving forward. On
the June 26, 2018, Council agenda there will be a public hearing on the programs, followed by a
comment period and then a final public hearing and adoption of the plan on August 7, 2018.
6. Overview of Purchasing Rules & Regulations and Update on Implementation of
PeopleSoft for Purchasing - Cynthia Garcia, Purchasing Division, Financial
Management Services Department
Ms. Cynthia Garcia, Purchasing Division, Financial Management Services Department, provided
an overview of the City's purchasing policies and procedures.
7. Update on Stop Six Neighborhood Improvements - Fernando Costa, City
Manager's Office
Assistant City Manager Fernando Costa, City Manager's Office, provided an update in the Stop
Six Neighborhood improvements and outcomes.
8. Presentation on Media Production Development Zone - Robert Sturns, Economic
Development Department
Mr. Robert Stums, Economic Development Department, provided an update on the potential
development of a Media Production Development Zone (MPDZ) in Fort Worth. The MPDZ
allows for a two year sales and use tax exemption for the construction, maintenance, expansion,
improvement, or renovation of a media production facility at a qualified media production
location in a media production zone. There will be action items on the June 26, 2018, Council
agenda for consideration to approve: a MPDZ within TIF #4 and nominate 305 South Main
Street, Suite 100-110 as a Media Production Development Location. If approved authorize the
Economic Development Director to execute and submit an application for the exemption to the
Texas Film Commission.
9. City Council Requests for Future Agenda Items and/or Reports
Council Member Moon—Update on the noise ordinance and the decibel level when commercial
is next to residential; utility work in easements and how to hold utilities responsible for damages
caused in city ROW.
Council Member Bivens—Coordination of utility services

Council Member Jordan — Update on funding for Safe Haven; economic forecast including

10. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
There being no further business, Mayor Price adjourned the City Council Work Session at
5:08 p.m.
