With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:03 p.m. on Tuesday, June 5, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
City Manager David Cooke called on Aaron Bovos to provide an update on the Rock Creek PID
bond sale and updated documents that the Council will consider at the Council meeting.
b. Upcoming and Recent Events
There were none.
c. Organizational Updates and Employee Recognition(s)
City Manager David Cooke called on Police Chief Joel Fitzgerald to recognize the Fort Worth
Police Crime Laboratory for their achieving the Foresight Maximus Award for having an
operating efficiency greater or equal to 90% according to Foresight metrics. Mike Ward, head of
the lab and staff were recognized.

Mayor Pro Tem Shingleton noted that he was going to postpone ZC-18-03 until August 7, 2018.
3. Responses to Items Continued from a Previous Week
a. ZC-18-065 - (COUNCIL DISTRICT 6 — Jungus Jordan) - TCRG Opportunity
XV, LLC, 825, 1337, 1339 W. Risinger Road; From: "A-5" One-Family and
"J" Medium Industrial To: "J" Medium Industrial 40.24 acres (Recommended
for Approval by the Zoning Commission) (Continued from May 8, 2018 by
Council Member Jordan) This item will move forward.
4. Overview of Significant Zoning Cases — Dana Burandoff, Planning and
Development Department
Ms. Dana Burghdoff, Planning and Development Department, reviewed the significant zoning
cases.
5. Presentation on the State of Funding Availability and Impact on Proiect Funding -
Michael Morris and Loyl Bussell, North Central Texas Council of Governments
Mr. Michael Morris and Mr. Loyl Bussell,North Central Texas Council of Governments updated
the Council on current projects and funding. Mr. Morris discussed how transportation will help
with Economic Development. He updated the Council on several land use/transportation projects
that are underway that will have an economic development impact. Discussed the funding
partnerships that allow projects to move forward.
Loyl Bussell addressed planned transportation linkages: Southeast Connector; I-30 Interchanges
at Spur 580 and SH 183; I-30 in East Fort Worth; SH 170; US 81/287. We are the fastest
growing area in country. We need to treat this with a system approach and be able to use all
funding sources.

6. Update on Transit Strategy - Susan Alanis, City Manager's Office
Assistant City Manager Susan Alanis, City Manager's Office, provided an update on Transit.
This included a review of the broad conclusions of the Trinity Metro Master Plan; other
concurrent activities in Fort Worth that also touch on transit; partnership efforts to assess transit
in Fort Worth; a framework for City evaluation of transit objectives, land use, and infrastructure
investment and potential FY2019 budget funding for strategy and consultant contract.
Staff is proposing to re-engage Nelson/Nygaard for updates to the Trinity Metro Master Plan; to
assist in developing a vison for transit and the transportation investments needed. Encourage
Trinity Metro to issue an RFP for shared-ride mobility, including para-transit and options for a
first-mile/last-mile pilot. In addition a Project Advisory Team to help guide this effort and there
will be a public involvement plan as well.
7. Briefing on Summer Programming for Children and Youth - Fernando Costa, City
Manager's Office and Richard Zavala, Park and Recreation Department
Assistant City Manager Fernando Costa, City Manager's Office, introduced Mr. Richard Zavala,
Park and Recreation Department, who provided a briefing on Summer Programs provided by the
City. The program categories are: Arts, Culture and History; Aquatics and Sports/Athletics;
Camps; Nature and Environment; STEAM; Specialized Programs and Learning Environments.
Library,Neighborhood Services, Park and Recreation are the primary City departments involved.
There is also the Police Athletic League which is privately funded. He discussed the literacy
best practices that will be incorporated into the programs.
8. City Council Requests for Future Agenda Items and/or Reports
Council Member Byrd—Human Trafficking Update
Council Member Moon—Purchasing Scoring System
Council Member Jordan — Tarrant Regional Water District and Streams and Valleys update on
the Trinity; Water Supply update; and Unified Plan for School Safety
Council Member Bivens—Email Retention Policy.

There being no further business, Mayor Price adjourned the City Council Work Session at
5:30 p. in.
