HomeMy WebLinkAboutResolution 1382R ~~ RESOLUTION NO. •~ A RESOLUTION PROVIDING FOR A PUBLIC HEARING TO HE HELD IN THE CITY COUNCIL CHAMBERS AT THE MUNICIPAL BUILDING IN THE CITY OF FORT WORTH, TEXAS, ON FEBRUARY 14, 1989, AT 10:00 A.M., FOR THE PURPOSE OF CONSIDERING THE PROPOSED CHANGES AND AMENDMENTS TO ORDINANCE N0. 3011, AS AMENDED, WHICH IS THE COMPREHENSIVE ZONING ORDINANCE OF SAID CITY, AND PROVIDING THAT SAID HEARING MAY CONTINUE FROM DAY TO DAY UNTIL EVERY INTERESTED PARTY AND CITIZEN HAS HAD A FULL OPPORTUNITY TO BE HEARD. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: That at 10:00 O'clock A.M., Tuesday, February 14, 1989, the City Council of the City of Fort Worth, which is the legislative body of said City, will hold a public hearing in the Council Chambers at the Municipal Building for the purpose of considering changes and amendments to Ordinance No. 3011, as amended, the Comprehensive Zoning Ordinance of said City. The purpose of said hearing is to determine whether or not said Ordinance No. 3011, as amended, should be amended so that the zoning classification of the following areas shall be changed as hereinafter described. Z-88-010 ZONING ORDINANCE TEXT AMENDMENT An Ordinance amending Ordinance No. 3011, as amended, the Comprehensive Zoning Ordinance of the City of Fort Worth, Appendix "A" of the Code of the City of Fort Worth (1986), as amended, by amending Section 2-B, "CF" Community Facilities District by deleting certain uses and adding certain uses; Providing Development regulations. Recommended for Approval Z-88-015 ZONING ORDINANCE TEXT AMENDMENT An Ordinance amending Ordinance No. 3011, as amended, the Comprehensive Zoning Ordinance of the City of Fort Worth, Codified as Appendix "A" of the Code of the City of Fort Worth (1986), as amended, by Providing for the location of ~~ Family Homes, Group Homes I and II, and Halfway Houses. A Senior Living Community providing dwelling units and care facilities for the exclusive use of individuals at least 65 years of age or two (2) member families with at least one (1) indi- vidual 65 years of age, including the following uses: a. Medical care facilities, nursing and care facilities, support and personal service uses operated by or under the control and/or management of the Senior Living Community facility for the exclusive use and conveni- ence of its residents, their families, staff and guests; b. Offices as well as support uses for adminis- tration, maintenance, housekeeping, laundry, cleaning and general operation of the Senior Living Community facility for the specific and exclusive use and convenience of the residents and staff only; c. Offices for the temporary or limited use by doctors or other practitioners of the healing arts and specialists in supportive therapy, podiatry, psychological testing and counsel- ing; d. Cafe, cafeteria and/or dining facilities, kitchen support and other uses for food preparation services exclusively for resi- dents, their familites, staff and guests; e. Accessory buildings and uses customarily incident to a Senior Living Community facility such as, without limitation, the collection and removal of garbage and refuse generated by the facility and the loading and unloading of goods for the facility; 2. Off-street parking facilities, including sub- surface facilities, ground level facilities, and a multi-story parking garage; B. Development Reoulations Hei ht_ The Senior Living Community facility erected on the premises, shall not exceed three (3) stories or fifty-two feet (52') in height above any adjoining ground elevation. Abasement shall be permited within an area defined by a line parallel to and one hundred eighty feet (180') south of McPherson Avenue and a line parallel to and four hundred feet (400') north of West Cantey Street. Architectural features (including without limitation roof ridges and/or peaks) are permitted to project above maximum heights provided they are not used as habitable space or for any use other than attic space, mechanical items, shafts, stairs and/or screens. The off-street parking facility erected on the premises shall not exceed forty-five feet (45') in height; 2. Driveways, walkways and parking spaces are permitted in the front yard; 3. Side Yard: A minimum side yard of twenty feet (20;) shall be provided along McPherson Avenue and a minimum side yard of ten feet (10') shall be provided along West Cantey Street. Driveways, parking spaces, and walkways are permitted in such side yards; 4. Rear Yard: A minimum rear yard of twenty feet (20') shall be required along the west property line abutting the existing dedicated alley. Walkways, driveways, air-conditioning condensing units, and refuse collection shall be permitted in the rear yard; 5. Density: The maximum number of dwelling units and/or nursing care units permitted in this "PD-SU" Planned Development/Specific Use District shall not exceed one hundred twenty (120) units; 6. Access: Vehicular and service access to the Senior Living Community facility and parking garage shall be permitted from Rogers Avenue and West Cantey Street only. No vehicular or service access to the facility shall be permitted along McPherson Avenue; ' 7. Parkinc: A minimum of seventy l70) parking spaces shall be provided for the Senior Living Community facility. A minimum of two hundred (200) parking spaces shall be provided for use by the applicant; 8. Lichtina~ Exterior lighting shall consist of security and landscape lighting only and shall be shielded so as to prevent beams or rays from being directed toward the adjacent residentially zoned property; `_ 9. BE IT FURTHER RESOLVED that this Resolution, when published in the official newspaper of the City of Fort Worth, which is a paper of general circulation, one (1) time, shall constitute a notice of hearing, which publication shall be made at least fifteen (15) days prior to such hearing, and all interested parties are urgently requested to be in the Council Chambers at the Municipal Building at the time hereinabove set forth to make any protest or suggestion that may occur to them, and this hearing may continue from day to day until every interested party and citizen has had a full opportunity to be heard.
