AN ORDINANCE REDUCING UNALLOCATED RECEIPTS AND APPROPRIATIONS IN
THE AMOUNT OF $203,600.00 IN THE AIRPORTS GAS LEASE PROJECT FUND, FOR
THE MIDFIELD REDEVELOPMENT IMPROVEMENTS — ACCESS ROAD AND UTILITY
CORRIDOR PROJECT; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager,there shall also be reduced unallocated receipts and appropriations in the amount
of $203,600.00 in the Airports Gas Lease Project Fund, for the Midfield Redevelopment Improvements —
Access Road and Utility Corridor project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22928-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

$203,600.00 for the Design and Construction Management Services of the Midfield Redevelopment
Improvements—Access Road and Utility Corridor Project at Fort Worth Meacham International Airport, and
Adopt Appropriation Ordinance (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the use of revenue derived from mineral leases on City owned airports in the amount of
$203,600.00 for the design of the Midfield Redevelopment Improvements—Access Road and Utility
Corridor Project at Fort Worth Meacham International Airport;
2. Adopt the attached appropriation ordinance reducing unallocated receipts and appropriations in the
amount of$203,600.00 in the Airports Gas Lease Project Fund from available funds; and
3. Authorize the execution of an Engineering Services Agreement with Garver, LLC, in the amount of
$203,600.00, for the design phase services of the Midfield Redevelopment Improvements—Access Road
and Utility Corridor Project.
DISCUSSION:
On February 17, 2015, the City Council adopted Resolution No. 4411-02-2015 supporting the closure and
redevelopment of Runway 9/27 at Fort Worth Meacham International Airport (M&C G-18420).
The Aviation Department is seeking Council approval to authorize execution of an Engineering Services
Agreement with Garver LLC, for the design and construction management services of the Midfield
Redevelopment Improvements—Access Road and Utility Corridor Project. The Texas Department of
Transportation Aviation Division (TxDOT) has agreed to use FAA Discretionary funds from the Airport
Improvement Program for the removal and realignment of nonstandard taxiways in order to meet FAA
airport design standards. Design and construction of the taxiway realignment will be administered by
TxDOT as part of the Midfield Redevelopment Project. The purpose of the Midfield Redevelopment
Improvements—Access Road and Utility Corridor Project is to construct access roads and extend utilities
into the midfield area so as to provide necessary infrastructure for future hangar development. Access
roads and utilities are not eligible for federal funding under the Airport Improvement Program and
therefore may not be included in the project executed by TxDOT.
MWBE Office: A waiver of the goal for MBE/SBE subcontracting requirements was requested by the
Department and approved by the MWBE Office, in accordance with the MWBE or DBE Ordinance,
because the purchase of goods or services is from sources where subcontracting or supplier opportunities

are negligible.
AVIATION ADVISORY BOARD APPROVAL—On April 19, 2018. The Aviation Advisory Board voted to
recommend that the City Council approve the design of the Midfield Redevelopment Improvements—
Access Road and Utility Corridor Project.
Fort Worth Meacham International Airport is located in COUNCIL DISTRICT 2.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Aviation Gas Lease Capital Projects Fund. Prior to an expenditure being incurred, the Aviation
Department has the responsibility to validate the availability of funds.
