ESTABLISHING MECHANISMS ANO PROCEDURES TO ASSURE ETNICS
_ IN CITY GOVERNMENT AND TO PREVENT FUTURE INADVERTENT CONFLICTS
BETYEEN PUBLIC AND PRIVATE INTERESTS
WHEREAS, various issues have been raised concerning possible
violations of the City Charter and the Code of Ethics by
members of the City Council of the City of Fort Worth; and
YHEREAS, the City Attorney was directed by the City Council to
review these issues and report to the City Council; and
YHEREAS, on April 18, 1989, the City Attorney's report was
delivered to the City Council; and
YHEREAS, the City Attorney found that certain violations of the
City Charter and the Code of Ethics had occurred but that
such violations were inadvertent and not of a willful or
intentional nature; and
YHEREAS, the public disclosure and the City Attorney's revie~r and
official report have served to effect the remedies that
are intended by the City Charter and Code of Ethics in
such matters; and
YHEREAS, it is desirable, however, to establish additional
mechanisms and procedures that will help prevent future
inadvertent conflicts between public and private
interests;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF FORT NORTH,
TEXAS, that the City Council acknowledges the duty of its members
to avoid conflicts of interest or other unethical actions;
BE IT FURTHER RESOLVED,
1. That the Mayor is hereby authorized to appoint a committee to
investigate, study and review the following matters and report
to the City Council:
a. Any ethics and conflict .of interest provisions in the City
Charter and Code of Ethics which need to be clarified or
strengthened;
b. Any ethics or conflict of interest matters which should be
covered by the City Charter or Code of Ethics but are not;
and

c. A proposed process for handling ethics and conflict of
interest issues so that the burden of making decisions when
such matters arise does not rest solely on the City
Attorney.
2. That the City Attorney and City Manager are hereby directed to:
a. Develop specific guidelines so that future city councils
are well informed, insofar as possible, of the meaning and
application of the City Charter, Code of Ethics and State
law provisions concerning ethics and conflicts of interest
regulations, which guidelines shall include an explanation
of such provisions in understandable language.
b. Develop procedures to alert council members to potential
conflicts so that they can avoid the appearance of
conflicts or unknowing violations of the City Charter, Code
of Ethics and state statutes.
3. That the Committee, City t4anager and City Attorney shall report
to the City Council concerning these matters on or before the
30th day of flay, 1989.
