Authorize the City Manager to execute Amendment Number 2 to City Secretary Contract Number 31365 with the Texas Commission on Environmental Quality (TCEQ) for air pollution control services. The amendment amount is $43,000.00 for the operation of local air pollution monitors at five sites for grant year 2005-2006, and 2. Adopt appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $43,000.00 in grant year 2005-2006, subject to receipt of an executed contract amendment. DISCUSSION: In 1998, the United States Environmental Protection Agency revised its measurement standards for Particulate Matter (PM) emissions into the atmosphere. Since 1999, the TCEQ has contracted with the City for the operation and maintenance of six state owned PM monitoring stations at five sites. The City will be responsible for retrieving the sampling data, sending it for analysis and performing regular maintenance activities on the equipment under the terms of this contract. FISCAL INFORMATION/CERTIFICATION: The Finance Director certifies that upon approval of the above recommendations and adoption of the appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund.
