A Resolution SDPPORT OF V-22 OSPREY TILT-ROTOR p~$ol.UTiOTt NQ. / /V WHEREAS, Bell Helicopter Textron, Boeing Helicopters and the United States government have undertaken the development of a revolutionary aircraft, the V-22 Osprey Tilt-rotor which has made its initial flight; and, WHEREAS, the aircraft is considered an excellent new defense weapon as well as a vehicle which has tremendous commercial aviation application because of its ability to land without a runway and to carry heavy payloads; and, WHEREAS, Bell Helicopter for 30 years has been an important component of Fort Worth's industrial base, which currently employes 8,000 persons, which has an estimated economic impact of $500,000,000 and which utilizes 1,400 small businesses throughout Texas to support its contracts; and, WHEREAS, more than $1 billion and extensive American engineering has been expended on the tilt-rotor project and has attracted interest from the international aviation market; and, WHEREAS, the long-term tax savings to the federal government will be small because defense dollars still will be spent to purchase outdated aircraft, while contributing to the loss of thousands of jobs if the project is cancelled; and, WHEREAS, despite these many compelling factors, Secretary of Defense Dick Cheney, has eliminated V-22 funding from his department's budget request for 1990-91, which would effectively halt development and prevent the completion of this vital program. NOW THEREFORE, BE IT RESOLVED, that the Fort Worth City Council request Secretary Cheney to reconsider the decision to cut funding for the V-22 Osprey program because of its drastic affect on the country's defense ability and the economy of Fort Worth and other areas of Texas and the country; and CITY OF FORfi WORTS `ll, Be it further resolved, that President George Bush, U.S. Speaker Jim Wright, House Armed Services Chairman Les Aspin, Senate Armed Services Chairman Sam Nunn, Chairman John Murtha, House Defense Appropriations Subcommittee, Chairman Daniel Inouye, Senate Defense Appropriations Subcommittee and the Texas delegation to Congress be urged to fund the V-22 Osprey program.
