Call to Order With a quorum of the board members present, President Price called the meeting of the Crime Control and Prevention District (CCPD) Board of Directors to order at 1:30 p.m., on Tuesday, February 13, 2018, in the City Council Conference Room 290, Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. Approval of Minutes Motion was made by Director Bivens and second by Director Shingleton to approve the minutes from the August 29, 2017, and September 7, 2017, meetings of the CCPD Board of Directors. Motion passed 8-0 (Moon absent) III. Written Reports a. FY 2017 4`h Quarter Performance Report on Activities and Finances b. FY 2018 1 Sc Quarter Performance Report on Activities and Finances c. Overview of FY 2019 Community Based Programs Process There were no questions or comments. Staff Report—Terry Hanson, Performance and Budget Office Terry Hanson provided the staff report on the CCPD FY 2017 Expenditure Summary. Staff is proposing the following adjustments to the FY 2017 budget for CCPD: Enhanced Enforcement be reduced by $750,000 Neighborhood Crime Prevention be reduced by $732,000 Recruitment and Training will be increased by $1,423,585 Equipment, Technology and Infrastructure will be increased by $58,415 These adjustments will bring the FY 2017 budget in to alignment with the FY 2017 adopted budget. b. Public Comment There were no public comments c. Action Motion was made by Director Jordan and second by Director Flores to close the public hearing and approve the FY 2017 CCPD budget adjustments. Motion passed 8-0 (Moon absent) B. Consideration of the 2018 CCPD Board Proposed Calendar This item will be brought back at a future meeting. V. Citizen Comments There were no Citizen Comments. VI. Board Requests for Future Agenda Items and/or Reports Director Jordan — update on the helicopter purchase; recognition for COPS member Joe DeLeon. Director Shingleton—give consideration to holding the CCPD board meetings in different Council Districts; opening/ribbon cutting for the 6th patrol division will be April 3, 2018. Director Flores—Mobile Store Fronts; Patrol staffing levels in all districts;Response times and NPO assignments. CITY OF FORT WORTH, TEXAS CRIME CONTROL AND PREVENTION DISTRICT BOARD OF DIRECTORS FEBRUARY 13, 2018 Page 3 of 3 Director Moon asked that the following statement be included in the minutes: "Over the last 6 months and particularly in the last few weeks, there has been a lot of conversation about funding options for public transportation. For any change in the funding of public transportation, it is my position that the funding of public transportation be taken to the public for a public vote. However, any consideration to the change of funding for public transportation, CAN NOT and MAY NOT impact the half penny of sales tax that is allocated to CCPD. CCPD dollars should not be touched. To further clarify ambiguous commentary, no sales tax increase nor property tax increase should be considered in the funding of public transportation, unless voted on by the public and in a public referendum." VII. Adiourn With no further presentations or discussions, President Price adjourned the meeting of the Fort Worth Crime Control and Prevention Board of Directors at 1:45 p.m., on Tuesday, February 13, 2018.
