HomeMy WebLinkAboutIR 10172 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10172 To the Mayor and Members of the City Council August 7, 2018 h�T�i7 Page 1 of 1 �i �i7 Y *a SUBJECT: PROPOSED ZONING ORDINANCE TEXT AMENDMENT TO rrn f CLARIFY SINGLE FAMILY ANTI-MONOTONY STANDARDS The purpose of the proposed Zoning Ordinance text amendment is to clarify items that may be considered a change of fagade elevation to comply with single family anti-monotony standards. The City Council adopted the current anti-monotony standards in 2006, which prohibit the "same elevation" within a six-lot pattern. The ordinance does not specify items to be considered for an elevation change, or the number of different items required. Builders have argued, for example, that simply mirroring the same elevation or changing fagade materials and the shape of a window is sufficient given the ordinance wording. The proposed text amendment would do the following: 1 . Require sufficiently differentiated elevations in a six-lot pattern, and define different elevations as a change in the number of stories, or change in garage orientation, or changes in three of the following fagade elements: a. Change in 50% of front roofline (e.g. gable to hip roof) b. Change in roof pitch (e.g. 6/12 pitch to 8/12 pitch) c. Inclusion or exclusion of a front porch or front entry structure d. Difference in number of dormers e. Change in number of front facing garage bay doors f. Garages recessed or projected by a minimum increment of four feet g. Change in exterior materials of 50% or more of the front fagade h. Addition of a bay window i. Difference in number of windows 2. Provide examples of the six-lot pattern with different street configurations, and clarify that houses on alternating lots cannot have the same fagade elevation. Staff has shared the draft ordinance with the Development Advisory Committee, the Greater Fort Worth Builders Association, and the City's third-party companies who submit the majority of residential building permits. Staff has incorporated all comments received to date.
