With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:03 p.m. on Tuesday, August 7, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
M&C G-19333 will be withdrawn from the Consent Agenda so that Council Member Zadeh can
recuse from the vote due to a conflict of interest.
M&C G-19328 will be withdrawn from the agenda entirely and Council will consider M&C G-
19328 revised.
b. Upcoming and Recent Events
None were announced.
c. Organizational Updates and Employee Recognition(s)
Michelle Gutt with Communications and Public Engagement recognized employees from the
Call Center who provide quick action and assistance for a co-worker who was having a heart
attack.
Mayor Price recognized Gleniece Robinson for receiving the Mentorship Award from the Fort
Worth Business Press.
Council Member Carlos Flores recognized Mary Gugliuzza for being elected Chair of the
American Water Works Association Public Affairs Council.

4. Overview of Significant Zonin$ Cases — Dana Burghdoff, Planning and
Development Department
Ms. Dana Burghdoff, Planning and Development Department, reviewed the significant zoning
cases.
5. Presentation of Recommended FY2019 Capital Budget and Five-Year Capital
Improvement Program—David Cooke, City Manager
City Manager Cooke presented the FY 2019 Capital Budget and Five-Year Capital Improvement
Program. Pay as you go projects - $40,856,015 and FY2019 CIP - $472,452,115. The proposed
tax rate is $0.7850 - $0.630 — O&M; ($0.5650 Operations and $0.0650 Capital) and $0.1550
Debt.

6. Presentation on Pension Recommendation—David Cooke, City Manager
City Manager Cooke gave background on the pension issue and presented a pension
recommendation as follows:

Council Member Moon— Text amendment for Fence Design Standards on arterials and revenue
policy/manual.
Council Member Jordan — Code response to high grass and weeds; 18 wheeler parking
regulations
Council Member Jordan And Bivens—Mowing on TxDOT ROWs and trash left behind.
Council Member Bivens — Town Hall with TxDOT regarding Southeast Connector —
reconstruction of the I820/I20/IJS287 interchanges; Report on Black on Black crime and report
on the in custody death
Council Member Byrd—Report on Human Trafficking.

There being no further business, Mayor Price adjourned the City Council Work Session at
5:20 p. m.
