HomeMy WebLinkAboutResolution 4969-08-2018 A Resolution NO. 4969-08-2018 AUTHORIZING APPLICATION FOR AND ACCEPTANCE OF FISCAL YEAR 2018 HOMELAND SECURITY GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR WHEREAS, the City Council finds it in the best interest of the citizens of the City of Fort Worth that the following projects (collectively, the "Projects") be operated: • Urban Area Security Initiative Grant 2981304 — Critical Infrastructure/Key Resource Project in the amount of $219,000; • Urban Area Security Initiative Grant 2981404 — JEOC Sustainment Project in the amount of $247,000; • Urban Area Security Initiative Grant 2981504 — Fire Enhancement Project in the amount of $465,000; • Urban Area Security Initiative Grant 2981804 — Planning Project in the amount of $782,342; • Urban Area Security Initiative Grant 2982004 — Management and Administration in the amount $145,310; and • Urban Area Security Initiative Grant 3419802 — Interdiction and Disruption Project in the amount of $726,550; • Urban Area Security Initiative Grant 3687301 — Communications Enhancement Project in the amount of $221,000; • Urban Area Security Initiative Grant 3698701 — Cybersecurity Project in the amount of $100,000; WHEREAS, the City Council agrees that in the event of loss or misuse of the Office of the Governor funds, the City Council assures that such funds will be returned to the Office of the Governor in full; and WHEREAS, the City Council designates any Assistant City Manager as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency; ORTWO T Resolution No.4969-08-2018 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: THAT the City Council of the City of Fort Worth approves submission of the grant application for the Projects specified in the Recitals above to the Office of the Governor. Authorize the City Manager to submit the Fiscal Year 2018 Homeland Security Grant Program Application and, if awarded, accept an award for an amount up to $2,906,202 in Fiscal Year 2018 Homeland Security Grant Program Funds (Catalog of Federal Domestic Assistance No. 97.067) from the State of Texas, Office of the Governor, for the following projects: 1. Urban Area Security Initiative Grant 2981304 - Critical Infrastructure/Key Resources Project Enhancement in the amount of$219,000; 2. Urban Area Security Initiative Grant 2981404 - JEOC Sustainment Project in the amount of $247,000; 3. Urban Area Security Initiative Grant 2981504 - Fire Enhancement Project in the amount of $465,000; 4. Urban Area Security Initiative Grant 2981804 - Planning Project in the amount of $782,342; 5. Urban Area Security Initiative Grant 2982004 - Management and Administration in the amount of $145,310; 6. Urban Area Security Initiative Grant 3419802 - Interdiction and Disruption Project in the amount of $726,550; 7. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund up to the amount of$2,906,202, subject to receipt of the award. DISCUSSION: The United States Department of Homeland Security (DHS) through the State of Texas, Office of the Governor, awards grants to jurisdictions across the state to enhance local capabilities to prevent, respond to and recover from acts of terrorism and natural disasters. The Homeland Security Grant Program (HSGP) encourages jurisdictions to strengthen local and regional preparedness efforts and to seek benefits available through cooperative action. Funding awarded as part of the 2018 Urban Area Security Initiative (UASI) and HSGP will be used by Fort Worth public safety and disaster support organizations to maintain and improve the community's capacity to prepare for, prevent and respond to terrorism incidents and other natural disasters. Fort Worth has been offered the opportunity to participate in the HSGP State Homeland Security Program (SHSP) and UASI program each year since 2005, receiving over$47,000,000.00 in grant funds to supplement local and regional preparedness efforts. The Office of Emergency Management coordinates with City departments in the development and implementation of grant funded projects in the areas of threat assessment, risk reduction, capability sustainment, plan development, public education and training. Indirect costs are allowable under this program as described in 2 C.F.R. 200.414 and have been requested. The grant has no local match requirement. This contract will be with a governmental entity, state agency or public institution of higher education: Office of the Governor (State of Texas). FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Operating Federal Fund. Funds will be reimbursed by grantor after expenditures are made. Specific account, project and activity identifiers will be created upon receipt of grant funds. The Fire Department will be responsible for the collection and deposit of funds due to the City. Prior to expenditures being made, the Fire Department has the responsibility to validate the availability of funds.
