AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GENERAL FUND IN THE AMOUNT OF$100,000.00, FROM AVAILABLE FUNDS, FOR A
TRANSFER TO CAPITAL; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES
IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
General Fund in the amount of$100,000.00, from funds returned by the United Way of Tarrant County, for a
transfer to capital for projects in support of the development of Permanent Supportive Housing.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22927-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Transfer of$600,000.00 in Directions Home Funding to Capital Projects in Support of
Development of Permanent Supportive Housing and Adopt Appropriation Ordinances (ALL COUNCIL
DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached ordinance increasing receipts and appropriations in the General Fund (10100) by
$100,000.00, from previously appropriated Directions Home funds that were returned unspent from the
United Way of Tarrant County, for a transfer to capital;
2. Authorize a transfer in the amount of$600,000.00 of Directions Home funding, including the returned
funds as well as reallocated operating dollars, from the General Fund (10100) to the General Capital
Projects Fund (30100) for projects in support of the development of Permanent Supportive Housing; and
3. Adopt the attached ordinance increasing receipts and appropriations in the Development of Permanent
Supportive Housing Project in the General Capital Projects Fund by $600,000.00 for capital projects in
support of the development of Permanent Supportive Housing (Capital Project No. 101538).
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to move $600,000.00 in Directions Home
operating funds to capital projects in support of the development of Permanent Supportive Housing.
On June 17, 2008, the City Council adopted Directions Home, the City's 10 year plan to make
homelessness rare, short-term and nonrecurring (Resolution No. 3628-06-2008). The United Way of
Tarrant County (United Way) has served as the fiscal and grant-making agent for public and private funds
in support of Directions Home.
On August 25, 2015, the City Council remitted $496,000.00 to the United Way for Directions Home
Program Year VII, based on recommendations from the Task Force for Permanent Supportive Housing
(M&C C-27339). Of that funding, the United Way Special Allocations committee (a committee that
decides which agencies are funded by Directions Home) designated $100,000.00 specifically for capital
projects for permanent supportive housing. However, these projects did not proceed, and these funds
remained unspent and were returned to the City by United Way.
The Directions Home Division of the City Manager's Office proposes using this $100,000.00 along with
$500,000.00 from unspent, current-year operating funds of Directions Home for capital projects totaling
$600,000.00 in support of the development of permanent supportive housing. The intent is for this

undertaking to be fully funded up front and one-time in nature. The goal would be to promote the creation
of new permanent supportive housing units through loans for capital gap funding for at least 20 units of
permanent supportive housing.
NOTE —Grant funds from the private sector will be used to pay for current-year Directions Home services,
which is how this one-time surplus of operating funds is available. Section 10 of the adopted Fiscal Year
2018 Budget Ordinance No. 22927-09-2017, authorizes the City Manager or his designee to reallocate
funds "between and among categories of budgeted expenses within a department's budget without the
approval of the City Council so long as such reallocation . . . does not result in a net increase to the
department's overall appropriation." In accordance with that authority, the $500,000.00 originally
budgeted for operating expenses was reallocated for a transfer to capital.
Permanent Supportive Housing projects will be available in ALL COUNCIL DISTRICTS.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current capital budgets of the General
Fund and the General Capital Projects Fund. Prior to an expenditure being incurred, the participating
department has the responsibility to validate the availability of funds.
