HomeMy WebLinkAboutIR 10181 INFORMAL REPORT TO CITY COUNCIL MEMBERS No. 10181 To the Mayor and Members of the City Council August 28, 2018 h�T�i7 Page 1 of 1 �i �i7 Y *a SUBJECT: STAFFING ANALYSIS AND WORKLOAD STUDY FOR POLICE rrn f raga AND CODE COMPLIANCE DEPARTMENTS In February 2018 a contract was awarded to Matrix Consulting Group, LTD to conduct an objective and systematic staffing analysis and deployment study of the Police and Code Compliance Departments. The contract was amended in May to include a review of police oversight approaches. Phases of the study are being reviewed and the study will be completed in October. A final report will be issued in late fall and will be used to inform future budget cycles. The studies included all divisions in both departments. The Matrix team spent significant time on-site interviewing various staff in order to develop an understanding of both departments, their unique characteristics, service levels and issues. Data were collected across every service area in order to enable extensive and objective analysis. The process has been iterative and interactive. Throughout the process, the consultants reviewed findings with the pertinent department. The scope of the police study focused on three areas of analysis in order to provide the department with strategies to plan for and adapt to the city's growth. • Current operations and services for all police department functions, including analysis of workloads, staffing needs, scheduling and deployment • Operations management, which examined current management techniques, and identified opportunities for improvement based on best practices • Projected service demands and personnel needs based on estimated growth and development in Fort Worth over the next ten years, including recommended staffing levels as well as forecast for key workload drivers, such as crime, population, and calls for service levels. Matrix is presently conducting the comparative and functional assessment of police oversight. They will be examining the range of police oversight approaches in Texas and in other large cities, and will identify the advantages and disadvantages to each of the identified approaches as we look at potential options for Fort Worth. The scope of the Code Compliance study focused on determining current and projected staffing needs. Organizational structure was compared, as well as certain operational and service delivery areas, against best practice and approaches typically seen in other municipal organizations. The workload planning model used by Matrix to project service demands and staffing needs will be provided upon completion of the study, enabling for adjustments to be made in the future as growth trajectories shift.
