The purpose of this Informal Report is to advise the Mayor and Members of City Council that staff
has begun working on the creation of a Special Events Ordinance. This ordinance will regulate
special event activities such as festivals, parades, block parties, banners, filming crews, valet
parking and other events. The underpinning purpose of the Special Events Ordinance is to:
• Provide for the health, safety and public welfare of event attendees, workers, and
volunteers,
• Create regulatory consistency between events held on public and private property, and
• Develop enforcement tools to ensure event holders adhere to the ordinance
The current policy requires the following steps:
• Event Holder completes an application
• A Site Plan must accompany application
• If the Event Holder holds a Non-Profit 501(c)(3) status — Administratively Reviewed and
Approved/Disapproved
• If the Event Holder is a For-Profit Agency, City Council Approves/Disapproves
• Pre Event Meeting (review of site plan, logistics, production plan, public safety plan and
other impacts)
— Held 45 Days Prior to Event (Non-Profit Organization)
— Invite Stakeholders (DFWI, Sundance, Fire, Police, FWCC, The T and others)
— Collect Fees
— Review Traffic Control Plan
— Terms and Conditions Agreement signed by Event Holder
The current policy is administered through the Traffic Engineering Division of TPW, except that
the Public Events Department manages events at the Convention Center and Will Rogers
Memorial Coliseum and the Parks and Community Services Department manages and regulates
events in city parks.
It is suggested that an Advisory Committee be formed to:
• Outline those significant issues that should be included in the ordinance:
— Coordination with other events
— Establish authority regarding
• Calendar of events
� Aesthetics
• Process for approval/disapproval
• Appropriate location for events
• Event participant Threshold
• Scale & Duration of events
• Review of established events
• Define Event Management

• Parks Advisory Board

Former Assistant City Manager, Ramon Guajardo, has agreed to chair the Advisory Committee.
Milestone dates for completing the Special Events Ordinance include:
• March 25, 2009 — CMO contacts each organization for appointment to the Advisory
Committee
• April-May 2009 — Bi-weekly meetings are held
• June 2009 - Develop ordinance language and hold Public Meeting(s)
• July 2009 - Pre Council presentation on Advisory Committee recommendations
