AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING. ORDINANCE OF
THE CITY OF FORT WORTH, BEING ORDINANCE NO. 21653, AS AMENDED,
CODIFIED AS APPENDIX "A" OF THE CODE OF THE CITY OF FORT WORTH, TO
AMEND ARTICLE 4 "SIGNS" OF CHAPTER 6, "DEVELOPMENT STANDARDS", BY
AMENDING SECTION 6.409 "REGULATIONS GOVERNING ON-PREMISE
DETACHED SIGNS IN COMMERCIAL AND INDUSTRIAL DISTRICTS" TO REVISE
SUBSECTION C "PYLON SIGNS"TO REDCUE THE MAXIMUM HEIGHT ALLOWED
FROM 25 FEET TO 20 FEET,TO REDUCE THE MAXIMUM WIDTH ALLOWED AND
TO REDUCE THE MAXIMUM ADVERTISED MESSAGE AREA AND AMEND
SUBSECTION G "NON-ADVERTISED MESSAGE AREA" TO PROVIDE THAT SAID
AREA IS DISTINCT FROM SIGN FACE; PROVIDING THAT THIS ORDINANCE
SHALL BE CUMULATIVE OF ALL ORDINANCES; PROVIDING A SAVINGS
CLAUSE; PROVIDING A SEVERABILITY CLAUSE; PROVIDING A PENALTY
CLAUSE; PROVIDING FOR PUBLICATION; AND NAMING AN EFFECTIVE DATE.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
WHEREAS, on November 6, 2007 the Fort Worth City Council approved Ordinance No.
17872 which substantially revised Chapter 6,Article 4"Signs"of the Zoning Ordinance to provide
regulations for the installation of signage for the marketing and identification of properties,
including provisions for electronic changeable copy signs, monument signs and unified sign
agreements; and
WHEREAS, since the adoption of the 2007 revisions, businesses have become
increasingly interested in utilizing Unified Sign Agreements to provide for increased height in
signage while decreasing the total number of signs otherwise allowed by fifty (50)percent; and
WHEREAS, pylon signs are allowed as part of a Unified Sign Agreements and serve as
multi-tenant signs for unified commercial or industrial development, with a maximum height of
25 feet with a 17-foot setback; and

WHEREAS, amendments to the current regulations for pylon signs are necessary to
address concerns expressed to the staff from citizen organizations regarding the size and/or bulk
created by pylon signs; and
WHEREAS, in reviewing the proposed amendments to pylon sign regulations staff
consulted various stakeholders, including sign companies, developer representatives,
neighborhood associations, Scenic Fort Worth and the Development Advisory Committee; and
WHEREAS, it is recommended by the Zoning Commission that the regulations for pylon
signs be amended to reduce the height width and provide a distinct non-advertised message area
for all signs;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS:
SECTION 1.
Chapter 6, "Development Standards", Article 4, "Signs", Section 6.409, "Regulations
Governing On-Premise Detached Signs in Commercial and Industrial Districts", of Ordinance No.
21653, the Zoning Ordinance of the City of Fort Worth, is hereby amended to revise the language
in subsection (c) to reduce the maximum height, width and advertised message area and add
language in subsection (g) to require the non-advertised message area to be distinct from the sign
face, to read as follows:
Sec. 6.409 REGULATIONS GOVERNING ON-PREMISE DETACHED SIGNS IN
COMMERCIAL AND INDUSTRIAL DISTRICTS.
(c) Pylon signs.
(1) Maximum height. Eight feet at the right-of-way line and one additional foot in
height for each one foot of setback, up to 20 feet. Setback sign one foot for each
foot in height from all adjacent property lines.
(2) Maximum width. Twelve feet.
(3) Maximum advertised message area. Two hundred square feet.
(4) Minimum ground contact. Fifty percent of structure's width.

(g) Non-advertised message area. A minimum of 25% of the sign face, excluding the
base, shall contain non-advertised message area(see definition). The non-advertised
message area shall be of construction materials similar to the building and shall be
non-illuminated. The non-advertised message area shall also be clearly distinct from
the sign face and provide a vertical framing element to the sign.
SECTION 2.
This ordinance shall be cumulative of all provisions of ordinances and of the Code of the
City of Fort Worth, Texas (2015), as amended, except where the provisions of this ordinance are
in direct conflict with the provisions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.
SECTION 3.
It is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and, if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or
decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same
would have been enacted by the City Council without the incorporation in this ordinance of any
such unconstitutional phrase, clause, sentence,paragraph or section.
SECTION 4.
Any person, firm, or corporation, who violates, disobeys, omits, neglects or refuses to
comply with or who resists the enforcement of any of the provisions of this ordinance shall be
fined not more than Two Thousand Dollars($2,000.00)for each offense. Each day that a violation
exists shall constitute a separate offense.
SECTION 5.
All rights and remedies of the City of Fort Worth, Texas, are expressly saved as to any and
all violations of the provisions of Ordinances No. 3011, 13896, 21653 and any other ordinances
affecting zoning that have accrued at the time of the effective date of this ordinance, and, as to
such accrued violations and all pending litigation,both civil and criminal,whether pending in court
or not, under such ordinances, same shall not be affected by this ordinance but may be prosecuted
until final disposition by the courts.
SECTION 6.
The City Secretary of the City of Fort Worth, Texas, is hereby directed to publish the
caption, penalty clause, and effective date of this ordinance for two (2) days in the official

newspaper of the City of Fort Worth, Texas, as authorized by Section 52.013, Texas Local
Government Code.
SECTION 7.
All other provisions of the Zoning Ordinance of the City of Fort Worth not herein amended
shall remain in full force and effect.
SECTION 8.
This ordinance shall take effect upon adoption and publication as required by law.
