CALL TO ORDER With a quorum of the City Council Members present, Mayor Price called the regular session of the Fort Worth City Council to order at 7:03 p.m. on Tuesday, August 28, 2018, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. INVOCATION—Pastor Clarence Heath, Carter Metropolitan CME Church The invocation was provided by Pastor Clarence Heath, Carter Metropolitan CME Church. III. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF TEXAS The Pledges of Allegiance to the United States of America and the State of Texas were recited. IV. CONSIDERATION OF THE MINUTES OF THE CITY COUNCIL WORK SESSION AND REGULAR MEETING OF AUGUST 21, 2018 Motion: Council Member Moon made a motion, seconded by Council Member Jordan, that the minutes of the City Council Work Session and Regular meeting of August 21, 2018,be approved. Presentation on Results of the Read Fort Worth Summer Scholars Cohort Dr. Gleniece Robinson, representing Education Strategies, and Ms. Loretta Burns, representing the AB Christian Learning Center and the Fort Worth Executive Council of Read Fort Worth, gave a presentation on the results of the Read Fort Worth Summer Scholars Cohort. 2. Presentation of Certificates of Recognition for Fort Worth Police Explorers Competition Lieutenant Michael O'Neil and Officer Rebecca Woodward, Police Department, presented Certificates of Recognition for Fort Worth Police Explorers Competition to the participants in the TLEEAA State Law Enforcement Exploring Competition 2018. X. ANNOUNCEMENTS BY CITY COUNCIL MEMBERS AND STAFF 1. Upcoming and Recent Events Mayor Price, Mayor Pro tem Shingleton, and Council Member Flores announced upcoming and recent events within the City and various Council districts. XIII. PUBLIC HEARING 1. Conduct Public Hearings on Proposed Fiscal Year 2018-2019 Budget and Proposed 2018 Tax Rate Mayor Price opened the public hearing. a. Report of City Staff Mr. Terry Hanson, Performance and Budget Department, appeared before Council and provided a staff report. b. Citizen Comments There were no citizen comments. Mayor Price read the following into the record: On September 18 2018, at 7:00 p.m., in this Council Chamber, this Council will vote on a proposed property tax rate of up to $0.8050 on every one hundred dollars valuation on all property, real, personal and mixed, in the City of Fort Worth as of the first day of January, 2018. The hearing will allow all tax proponents and opponents an opportunity to present their views. Report of City Staff Ms. Dana Burghdoff, Planning and Development Department, appeared before Council and provided a staff report. b. Citizen Comments Mr. Albert Jarrell, 2001 Ross Avenue, Suite 400, Dallas, Texas, appeared before Council in support of the annexation. Mr. Cannon Green, 2001 Ross Avenue, Suite 400, Dallas, Texas, completed a speaker card in support of the annexation but did not wish to address Council Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Bivens, that the public hearing be closed.
