AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING OTHER FUND IN THE AMOUNT OF 35,000.00, FROM AVAILABLE
FUNDS, FOR REIMBURSEMENTS FOR TARRANT COUNTY COLLEGE DISTRICT FOR
APPRENTICESHIP SERVICES ADMINISTERED BY THE FIRE DEPARTMENT;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund in the amount of $35,000.00, from available funds, for reimbursements for Tarrant
County College District for apprenticeship services administered by the Fire department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22927-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Adopt Appropriation Ordinance Increasing Estimated Receipts and Appropriations in the Grants Operating

Apprenticeship Services Administered by the Fire Department (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council adopt the attached appropriation ordinance increasing estimated
receipts and appropriations in the Grants Operating Other Fund in the amount of$35,000.00 for
Reimbursements from the Tarrant County College for apprenticeship services administered by the Fire
Department.
DISCUSSION:
The United States Department of Labor, Bureau of Apprenticeship and Training provides funds for local
apprenticeship training and on-the-job programs.
In Texas, the apprenticeship program is funded through the Texas Higher Education Coordinating Board
and is administered locally by Tarrant County College. The intent of the program is to teach a set of
standardized skills to firefighters across the county. The Fire Department is an authorized apprenticeship
training facility and is therefore eligible to receive these grant funds.
The Fire Department enrolls all newly trained firefighters in the three-year program after their graduation
from the Fire Department Training Academy. Each participant is required to complete a written lesson and
become proficient in a particular firefighting skill each month of the three-year lesson cycle. The lessons
and skills are taught by each fire station officer and each participant is evaluated every six months by
Training Academy staff.
This M&C will create a Fire Apprenticeship project in the Grants Operating Other Fund with $35,000.00 in
allocations and an anticipated $35,000.00 in offsetting revenues for expenses and revenues related to
reimbursements for apprenticeship services administered by the Fire Department. The current
reimbursement rate is $1,000.00 per month for each month the program is in operation to cover the use of
facilities, materials and utilities related to operating the apprenticeship program.
The Fire Department will be responsible for the oversight and management of this project.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the Grants Operating Other Fund. This is a
