HomeMy WebLinkAboutOrdinance 18553-04-2009Ordinance No. 1$653-0~-2009 AN ORDINANCE INCREASING E5TI1v1ATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF 51,$40,404.04, SUBJECT TO RECEIPT OF GRANTS FROM THE TEXAS DEPARTMENT OF HOl1SING AND COMMUNITY AFFA{RS, FOR THE PURPOSE OF FUNDING THE WEATHERIZATION ASSfSTANCE PROGRAM IN FORT WORTH AND TARRANT COUNTY; PROVIDING FOR A SEVERABILITY CLAUSE; MAKfNG THIS ORDINANCE GUMUtATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 244$-2409, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of S1,&44.404.04, subject to the receipt of grants from the Texas Department of Housing and Community Affairs, for the purpose of funding the Weatherization Assistance Program in Fort Worth and Tarrant County. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of suctions of this ordinance. Gvhich said remaining provisions shalM be and remain in full force and effect. SECTION 3. hat this ordinance shall be cumulative of Ordinance No. 1$2$3 and aII other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct confliet ~.vith such other ordinances ar=d appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed, SECTION 4. Housing and Economic Development Department staff wilt target 300 houses in Fort Worth and Tarrant County, 200 houses under the LIHEAP grant and 100 houses under the DOE grant. Contractors will not be paid until the work is inspected by Housing and Economic C?evelopment Department inspectors. The total grant actually received in 200$-2009 was X563,253.00 and staff estimates that it will expend up to $1,$00,000.00 for this program in 2009-2010, depending on grant funds actually received. Interim financing from the General Fund is requested in order to provide for a smooth transition from one grant funding program year to the next pending actual contract execution. The program is available in ALL COUNCIL DISTRICTS. FISCAL INFORMATION !CERTIFICATION: The Financial Management Services Director certifies that upon approval of the above recommendations, and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Grants Fund. Upon execution of the grant contracts, interim funding will be returned to the General Fund.
