CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:02 p.m. on Tuesday, August 28, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes.
b. Upcoming and Recent Events
City Hall will be closed on Monday, September 3,2018, for Labor Day.
There is no City Council meeting on September 4, 2018. The next meeting will be September
11, 2018.
There are budget Work Sessions scheduled for Thursday, September 6th and Friday, September
7th, 2018, beginning at 11:00 am. Pension will be discussed at the Friday Work Session.
Council Member Bivens announced that NLC's Community and Economic Development Policy
Committee is meeting in Fort Worth August 30— September 1, 2018.

c. Organizational Updates and Employee Recognition(s)
City Manager Cooke announced Chris Harder as the Water Director.
Council Member Cary Moon recognized employees from the TPW Stormwater team and the
Code Compliance team for their assistance with a basin project in his district at the Woodhaven
Country Club.
Mayor Price expressed the City's sympathy for the family of Firefighter Andrew Heimer who
passed away on Monday, August 27, 2018.
d. Informal Reports
1. IR 10181: Staffing Analysis and Workload Study for Police and Code
Compliance Departments
2. Current Agenda Items - City Council Members
Kevin Gunn, ITS Director, addressed what was covered in M&C P-12245 related to technology
purchases.
Dana Burghdoff, Planning and Development, addressed parking questions related to PZ — 3166,
3167 and 3168 on the consent agenda.
3. Responses to Items Continued from a Previous Week
There were no continued items.
4. Presentation on Human Trafficking- Ken Dean, Police
Assistant Police Chief Ken Dean, Police Department, provided an update on the activities of the
Police Department's Human Trafficking Unit.
5. Presentation on Towing Request for Proposals -Jay Chapa, City Manager's Office
Assistant City Manager Jay Chapa, City Manager's Office,provided a presentation on the
Request for Proposals (RFP) for Police Initiated Towing Services. He discussed the goals for the
RFP, details on the responses and next steps.
6. City Council Requests for Future Agenda Items and/or Reports

Council Member Bivens — 1) Update on the expansion of Eugene McCray and Handley
Meadowbrook Community Centers and programming for children and seniors 2) Update on

There being no further business, Mayor Price adjourned the City Council Work Session at
4:49 p. m.
