WHEREAS, the City Council of the City of Fort Worth has recognized the
importance of economic development to the City; and,
WHEREAS, the Council has determined that there are benefits to the City of
fort Worth which may be derived from having an Enterprise.Zone Program; and,
WHEREAS, the City Council directed the City Manager and the Economic
Development Office to develop a City of Fort Worth Enterprise Zone Program to
suggest zones with definite boundaries and specific economic development in-
centives; and,
WHEREAS, the Texas Enterprise Zone Act, Texas Revised Civil Statutes
Annotated, Article 5190.7 (the "Act") provides for State designation by the Texas
Department of Commerce of areas within the City of Fort Worth as enterprise zones
and,
WHEREAS, the Act provides for the nomination by the City Council to the
Texas Department of Commerce, of any economically distressed area within the City
as a potential enterprise zone, if the area meets the criteria of the Act; and,
WHEREAS, the Act establishes an application process for Department of
Commerce designation of qualifying areas as enterprise zones; and,
WHEREAS, the City Council has determined that it is necessary and in the
best interest of the City to nominate two {2) areas within the City as designated
enterprise zones pursuant to the Act; and,
WHEREAS, public hearings were held to receive public comment in accordance
with Article 5190.7, Section 5(b) of the Texas Enterprise Zone Act; now,
therefore,
BE IT RESOLVED BY THE CITY CDUNCIL OF THE CITY OF FORT WORTH THAT:
_ That area within the City defined and described on Exhibit A,. attached
hereto and incorporated herein, be designated as the "North Enterprise Zone";
That the City Council has determined, and finds that the North Enterprise
Zone satisfies the criteria for designation of an enterprise zone as specified in
Section 4 of the Act by having an unemployment rate of at least 1.5 times the
state unemployment rate, and by being located in a City designated as a
distressed City for purposes of urban development action grants.
.That the City Council agrees to provide incentives applicable to business
-~ enterprises in the North Enterprise Zone not applicable throughout the City, as
described on Exhibit B attached hereto and incorporated herein;

That the North Enterprise Zone be, and the same is, pursuant to the Act,
designated as an enterprise zone, subject to the approval by the Texas Department
of Commerce in accordance with the Act;
That the City of Fort Worth City Manager's Office by and through the
Economic Development Office be, and is hereby designated as the City'.s
administrative agency and serve as liaison to administer the Act within the North
Enterprise Zone;
That the City Manager of his designee be, and is hereby authorized and
directed to submit an application to the Texas Department of Commerce for
designation of the North Enterprise Zone as a designated enterprise zone pursuant
to the Act.
