I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 7:03 p.m. on Tuesday, September 18, 2018, in the City
Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
II. INVOCATION—Reverend Andrew Petta, Saint Barnabus Anglican Church
The invocation was provided by Reverend Andrew Petta, Saint Barabus Anglican Church.

Motion: Council Member Byrd made a motion, seconded by Council Member Moon, that
the minutes of the City Council Work Session of August 28, 2018, and the City
Council Work Session and Regular meeting of September 11, 2018, be approved.

City departments collected and collectively donated 15,426 pounds of food and $45,097.90 in
cash,which equates to approximately 238,345 meals for those in need.
Mr. Charles Boswell, representing the Tarrant Area Food Bank, appeared before Council and
expressed appreciation to the neighborhoods and the City of Fort Worth for their donations.
City Secretary Kayser advised that Mayor and Council Communications G-19372 and G-19373
were donations and would be moved up on the agenda:

XIII. BUDGET
1. An Ordinance Appropriating Funding for the Operating Budget of the City of
Fort Worth for the Ensuing Fiscal Year, Beginning October 1, 2018, and
Ending September 30, 2019, Including an Appropriation to Pay Debt Service
Requirements on Outstanding Indebtedness; Appropriating Funds for Purposes
of Enacting the Fiscal Year 2019 Capital Improvement Plans, including Capital
Programs, Projects, Outlays, and Community Facility Agreements;
Acknowledging prior Appropriations Effecting the Capital Improvement Plans;
Delegating Authority for Certain Transfers and Allocations within Budgeted
Amounts; and Ratifying City Council Approved Appropriation Ordinances
Effecting this Budget; and Incorporating Budget on File with City Secretary, as
Revised by City Council; and Prohibiting the Expending, Obligating, or
Committing of Funds in Excess of Appropriations or Actual Available

Motion: Council Member Byrd made a motion, seconded by Council Member Moon, that
Appropriation Ordinance No. 23392-09-2018 be adopted as amended and
distributed at today's Work Session, appropriating funding for the operating budget
and for the capital improvement plans for the City of Fort Worth for Fiscal Year
2019. Motion passed 8-0, Mayor Pro tem Shingleton absent.
2. An Ordinance Providing for the Levy and Collection of an Annual Ad Valorem
Tax on all Property, Real, Personal and Mixed, Situated Within the Territorial
Limits of the City of Fort Worth, Texas, and all Personal Property Owned in
said City of Fort Worth, Texas, on January 1, 2018, Except Such Property as
may be Exempt from Taxation by the Constitution and Laws of the State of
Texas; and Approving the Tax Roll; and Providing for a Penalty; and Providing
a Severability Clause; and Providing a Savings Clause; and Providing for the
Repeal of all Ordinances in Conflict with the Provisions of this Ordinance; and
Providing for the Publication and Final Passage Thereof
City Manager Cooke gave a brief overview of the property tax rate and the budget process.
Mr. J.R. Martinez, representing the Greater Fort Worth Association of Realtors and Society of
Commercial Realtors, appeared before Council in support of the ordinance.
Motion: Council Member Flores made a motion, seconded by Council Member Bivens, that
the revenue from the property tax rate be increased by the adoption of a tax rate of
seventy-eight and one-half cents ($0.785) per $100.00, which is effectively an
increase of zero point thirty-one percent (0.31%) in the tax rate and Ordinance No.
23393-09-2018 be adopted. Motion passed 8-0, Mayor Pro tem Shingleton absent.

3. A Resolution Ratifying the Property Tax Revenue Increase Reflected in the
Fiscal Year 2018-2019 Budget, in Accordance with Section 102.007(C) of the

Motion: Council Member Allen Gray made a motion, seconded by Council Member Flores,
that Resolution No. 4978-09-2018 be adopted. Motion passed 8-0, Mayor Pro tem

1. A Resolution Approving the Fiscal Year 2019 Budget for Dallas/Fort Worth
International Airport
Motion: Council Member Jordan made a motion, seconded by Council Member Allen Gray,
that Resolution No. 4979-09-2018 be adopted. Motion passed 8-0, Mayor Pro tem
Shingleton absent.
2. A Resolution to Conduct a Public Hearing and Designate the Assistant City
Manager over the Park& Recreation Department to act on Behalf of the City of
Fort Worth in Communications with the Texas Parks & Wildlife Department
for the Purpose of Participating in the Local Park Grant Program for a
Proposed New Community Center at Diamond Hill Park; Certifying that the
City of Fort Worth is Eligible to Receive Program Assistance and that the City
of Fort Worth's Matching Share will be Readily Available; and Specifying that
Proposed Site for the Community Center is Dedicated for Permanent Public
Park and Recreational Uses (PUBLIC HEARING)

2. M&C C-28856 - Authorize Execution of a Contract with Jackson Construction,
Ltd. in the Amount of$5,503,539.71 for Reconstruction of Bonds Ranch Road
from the US 287 Northbound Frontage Road to the Re-aligned Shire Meadow
Drive Roughly 1100 LF East of the Northbound Frontage Road (2018 Bond
Funds) (COUNCIL DISTRICT 7)

3. M&C C-28857 - Authorize Execution of Amendment No. 1 to City Secretary
Contract No. 49049 with CDM Smith, Inc., in the Amount of $885,755.00 for
the Process Evaluation and Engineering Design of the Grit Removal Process
for the Influent Flows at the Village Creek Water Reclamation Facility and
Provide for Additional Project Costs for a Revised Contract Amount in the
amount of $1,035,755.00, Adopt Resolution Expressing Official Intent to

Motion: Council Member Bivens made a motion, seconded by Council Member Flores, that
Mayor and Council Communication C-28857 be approved with enthusiasm and
Resolution No. 4982-09-2018 and Appropriation Ordinance No. 23402-09-2018 be
adopted. Motion passed 8-0, Mayor Pro tem Shingleton absent.

XVI. CITIZEN PRESENTATIONS
Ms. Ruth Ann Bridges and Pastor K.P. Tatum, Sr., representing the New Mount Rose Missionary
Baptist Church, 2864 Mississippi, appeared before Council relative the Your Best Pathway to
Health event at Will Rogers Memorial Center on September 19-21, 2018.
Bishop Mark Kirkland, representing the Greater Saint Mark Church, 6425 Vel Drive, appeared
before Council relative to healing within the Fort Worth community, and presented Chief Joel
Fitzgerald,Police Department, with a check for the family of fallen Police Officer Garrett Hull.
Mr. Gerald Banks, Sr., 6861 Routt Street, completed a Citizen Presentation card relative to
police brutality, wrongful arrest, killing, race relations, SB4, 287g, etc., and was recognized by
Mayor Price but was not present in the Council Chamber.
Ms. Kit Jones, 2308 Ryan Place Drive, completed a Citizen Presentation card relative to the
Botanic Garden and was recognized by Mayor Price but was not present in the Council Chamber.
Mr. Luther Perry, 5228 Blue Valley Court, completed a Citizen Presentation card relative to the
COLA and was recognized by Mayor Price but was not present in the Council Chamber.
Mr. Charleston White, 1012 Fairweather Drive, completed a Citizen Presentation card relative to
the failure of procedural justice for African Americans in Fort Worth but was not present in the
Council Chamber.

There being no further business, Mayor Price adjourned the Regular meeting at 7:54 p.m., in
honor of Police Officer Garrett Hull, who was killed in the line of duty on Friday,
September 14, 2018.
