HomeMy WebLinkAboutOrdinance 23410-09-2018 Ordinance No.23410-09-2018 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE SPECIAL PURPOSE FUND, IN THE AMOUNT OF $116,431.40. FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING THE COWTOWN BRUSH UP PROGRAM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special Purpose Fund in the amount of$116,431.40, from available funds, for the purpose of funding the Cowtown Brush Up programa SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22927-09-2017 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Adopt the attached appropriation ordinance increasing appropriations in the amount of$116,431.40 in the Special Purpose Fund; and 2. Ratify the related expenditures within the Special Purpose Fund in an amount not to exceed the actual amount received. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to approve previously received but unappropriated revenues and related expenditures for the Cowtown Brush Up Program in the Special Purpose Fund. During Fiscal Year 1999, a special purpose fund was created to account for donations received and expenditures incurred with donated funds for the Cowtown Brush Up Program. From FY1999 to FY2011, revenues in the fund totaled $487,454.26 with corresponding expenditures of$487,454.26. On reconciliation, staff determined that $116,431.40 of the $487,454.26 was not appropriated for revenue and expenditures. During this thirteen-year period, volunteers in the Cowtown Brush Up Program painted a total of 1,232 houses in low-income neighborhoods. This M&C is to formally approve unappropriated revenues and expenditures in the Special Purpose Fund. This program serves ALL COUNCIL DISTRICTS. This M&C does not request approval of a contract with a business entity. FISCAL INFORMATION /CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current operating budget, as appropriated, of the Special Purpose Fund.
