AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL DONATIONS CAPITAL PROJECTS FUND, FROM AVAILABLE FUNDS IN THE
AMOUNT OF $44,400.00, FOR IMPROVEMENTS AT ELEVEN TENNIS COURTS;
PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH;
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2017-2018 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Special
Donations Capital Projects Fund in the amount of $44,400.00, from available funds, for improvements at
eleven tennis courts.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22928-09-2017 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of a Monetary Donation from the Fort Worth Tennis Association in the Amount of
$44,400.00 for Tennis Court Improvements at Five Parks and Adopt Appropriation Ordinance (COUNCIL
DISTRICTS 2, 3, 7 and 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of$44,400.00 from the Fort Worth Tennis Association; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Donations Capital Projects Fund in the amount of$44,400.00 for the purpose of funding
improvements at eleven tennis courts.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize the acceptance,
appropriation, and use of a monetary donation from the Fort Worth Tennis Association (FWTA), in the
amount of$44,400.00, for tennis court improvements at five parks.
The FWTA is a volunteer-based non-profit Community Tennis Association of the United States Tennis
Association (USIA). The FWTA's mission is to develop and promote the growth of tennis in Fort Worth,
emphasize the development of tennis skills, sportsmanship, self-reliance and leadership qualities in
participants, while encouraging the well-being and health of Fort Worth residents through tennis. The
FWTA raised funds and received donations for improvements.
The Park & Recreation Department (PARD) was approached by FWTA regarding the need and desire to
improve several of the City's existing tennis facilities in an effort to grow the game of tennis.
In January 2018, the FWTA sought out and was subsequently awarded a grant through the USIA. The
USTA grant awarded $1,750.00 per court to be renovated, of eleven courts, for a total grant commitment
of$19,250.00. In addition to the USTA grant they received, the FWTA has agreed to donate $25,150.00,
for a total donation in the amount of$44,400.00.
On June 12, 2018, (M&C G-19305) City Council authorized the appropriation of$35,000.00 in General
Capital Project Funds for tennis court improvements at various sites. The sites and number of courts to be
resurfaced are as follows:
Como Community Center Park— 1 court
Kellis Park—2 courts

Northside Park—4 courts
Western Hills Park—2 courts
5 sites, 11 courts
The Park & Recreation Advisory Board endorsed the acceptance of the donation of these improvements
on August 22, 2018 at its regularly-scheduled meeting.
Como Community Center Park is located in Council District 3; Kellis Park is located in Council District 9;
Monticello Park is located in Council District 7; Northside Park is located in Council District 2; and Western
Hills Park is located in Council District 3.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated of
the Special Donations Capital Projects Fund. The department has the responsibility to validate the
availability of funds prior to an expenditure being made.
