WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 45477 , (the
CONTRACT) which was authorized by M&C C-26695 on the 4th day of March,
2014 in the amount of $99, 300 . 00; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
Trinity Trails Clear Fork-East Bank Extension Project; and
WHEREAS, it has become necessary to execute Amendment No. 6 to the
CONTRACT to include an increased scope of work and revised fee.
WHEREAS, the CONTRACT was subsequently revised by:
Amendment Number 1 of the CONTRACT provided for an increased
deductible amount of $250, 000 . 00 . This amendment did not adjust the
contract amount.
Amendment Number 2 of the CONTRACT provided for additional design
services to be performed by Engineer in the amount of $331, 295. 00 .
Amendment Number 3 of the CONTRACT provided for additional design
services to be performed by Engineer in the amount of $28, 005 . 00 .
Amendment Number 4 of the CONTRACT provided for additional design
services to be performed by Engineer in the amount of $22, 200 . 00 .
Amendment Number 5 of the CONTRACT provided for additional
construction administration services to be performed by Engineer in the
amount of $10, 000. 00 .
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
design services specified in a proposal dated February 6, 2018, a copy of

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $549, 400 . 00.

All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

As discussed,Halff Associates is pleased to submit this scope amendment and additional services confirmation for
$58,600.00 to provide Engineering,Surveying,Subsurface Utility Exploration(SUE)and H&H Services to revise the
trail alignment and elevations from STA 2+00 (Just South of Vickery Blvd. Overpass) to STA 6+20 (North of 1-30
Overpass)due to underground fiber optic lines discovered by the contractor for the Trinity Trails Clear Fork—East
Bank Extension Project. Halff Associates will also realign the sidewalk on the West side of the Trinity River leading
to Vickery Blvd. and design a new sidewalk over the Vickery Blvd. bridge. The fees required to perform the
associated services will be in addition to the currently contracted fees. Per our understanding of the requirements,
the specific tasks are identified as follows:
A. Additional Services:
1. Construction Documentation($32,900):
a. Halff shall update,for approval by the City,TxDOT and TRWD,an updated 100%signed and sealed
Construction Document Set that incorporates the revised vertical and horizontal alignments from
STA 2+00 to STA 6+20.The additional tasks included in this scope of services are as follows:
L Design and Sheet Updates: Preparation of the updated 100% Construction Document Set
will include updates to the following:
1. Typical Sections
2. Quantity Summary
3. Site Grading and Drainage
4. Dimension Control
5. Trail Plan and Profile
6. Structural(Redesign of Retaining Wall'C')
7. Storm Drain Line Plan and Profiles(Storm Drain Line'A' and 'B')
8. Electrical Plans
9. Cost Estimate

a. Halff will perform SUE in accordance with ASCE CI/ASCE 38-02 "Standard Guideline for the
Collection and Depiction of Existing Subsurface Utility Data." This standard defines the
following Quality Levels:
i. Quality Level-A: Precise horizontal and vertical location of utilities obtained by the
actual exposure (or verification of previously exposed and surveyed utilities) and
subsequent measurement of subsurface utilities, usually at a specific point. Minimally
intrusive excavation equipment is typically used to minimize the potential for utility
damage. A precise horizontal and vertical location, as well as other utility attributes, is
shown on plan documents.
ii. Quality Level-B: Information obtained through the application of appropriate surface
geophysical methods to determine the existence and approximate horizontal position
of subsurface utilities. Quality Level-13 data should be reproducible by surface
geophysics at any point of their depiction. This information is surveyed to applicable
tolerances defined by the project and reduced onto plan documents.
iii. Quality Level-C: Information obtained by surveying and plotting visible above-ground
utility features and by using professional judgment in correlating this information to
Quality Level-D information.
iv. Quality Level-D: Information derived from existing records or oral recollections.
b. The following quality levels will be provided as part of this request:
L Designating—Level B
Halff will designate the approximate horizontal position of conductive/toneable utilities
within the two areas highlighted in red along the proposed East Bank Trail shown in
Attachment A using geophysical prospecting equipment and mark using paint and/or
pin flags. We anticipate the designation of buried telephone, fiber optic, cable tv,
natural gas, petroleum pipeline, electric, water, storm sewer, waste water/sanitary
sewer. Designation of irrigation lines,asbestos concrete and/or pvc lines,as well as pvc
lines without tracer wire or access are not part of this Scope of Services.
Because of limited utility record information and the possibility of non-conductive/un-
toneable utilities, Halff cannot guarantee all utilities will be found and marked within
the project limits.
ii. Surveying—Level C
Quality Level-13 Utility Designation paint markings, pin flags, and above ground utility
appurtenances will be surveyed and tied utilizing project survey control provided by
others.

iii. Records Research—Level D
Any available Records will be provided to Halff by The City of Fort Worth. Halff will
perform additional record research as needed to successfully complete the project.
Because there are situations where the utility does not have a metallic composition; a
metallic tracer line attached; access to insert a tracer line within it, the approximate
location of the utility may be determined through the use of utility records and direct
correspondence with the utility owner/representative. In these areas,the information
will be considered Quality Level-D,depicted according to utility record information only.
3. Topographical Survey($5,000)
a. Tie all improvements X,Y and Z (water valves,water meters, storm drains, manholes,driveways,
curbs,trees 4"and larger,landscape trees,signs,buildings,power poles, rip/rap,piers, low chord,
concrete dams, water elevations, etc.) along the proposed route. Provide flowline elevations of
all sanitary sewer,storm drainage inlets and manholes long the route. Provide flowline elevations

discussed (East side of the Mistletoe Bridge,West side of the Trinity River leading to Vickery Blvd.
Bridge and East side of the Trinity River leading to the Vickery Blvd. Bridge).
4. H&H Services($10,000):
a. Revisions to the hydraulic analysis will be provided based on the updated trail vertical and
horizontal alignment.The specific tasks are identified as follows:
i. Modify the revised existing model per the updated alignment.
ii. Incorporate the proposed trail improvements into the hydraulic model to assess impacts to
the water surface elevation and valley storage.
iii. Provide necessary feedback and design recommendations for the vertical and horizontal
alignment to the design team to minimize hydraulic impacts.
iv. Update the CDC Permit and Hydraulic Report with the updated hydraulic modeling and
hydraulic impacts
S. Reimbursable Expenses($400):
a. Reimbursable Expenses shall include, but are not necessarily limited to expenses for supplies,
printing of plans and specifications and similar incidentals.
Exclusions
• Additional TDLR Plan Reviews
• Additional revisions to the previously submitted Environmental Documents
• SUE work under 1-30 ($6,875.00)

RECOMMENDATION:
It is recommended that the City Council authorize execution of Amendment No. 6 to City Secretary
Contract No. 45477 with Halff Associates, Inc., in the amount of$58,600.00 for additional design services
related to the Trinity Trails Clear Fork- East Bank Extension Project, revising the total contract amount to
$549,400.00.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize execution of Amendment
No. 6 to City Secretary Contract No. 45477 with Halff Associates, Inc., in the amount of$58,600.00 for
additional design services related to the Trinity Trails Clear- Fork East Bank Extension Project; revising
the total contract amount to $549,400.00. Staff considers this fee to be fair and reasonable for the
services provided.
The Trinity Trails Clear Fork- East Bank Extension provides an off-street trail connection from the
Mistletoe Heights neighborhood north to a new on-street trailhead at Parkview Drive. The ultimate goal is
to continue this trail to the north to the newly constructed Rotary Trailhead on the east bank of the Trinity
River where it connects with the Phyllis Tilley Memorial Bridge. Additionally, this connection will create
off-street access to Parkview Drive and will also provide access to a future barrier separated bike lane on
the Vickery Street bridge.
On March 4, 2014, (M&C C-26695)the City Council authorized the Engineering Agreement with Halff
Associates, Inc., in the amount of$99,300.00 for the schematic design of the project.

On August 5, 2014, (M&C G-18275) the City Council authorized the City Manager to execute a Local
Project Advance Funding Agreement with TxDOT for the Transportation Enhancement Program -Trinity
Trails Clear Fork- East Bank Extension Project and transferring the local match, resulting in a total
construction budget of$3,026,007.00.
On December 6, 2016, (M&C C-28024) the City Council authorized award of a construction contract to 2L
Construction, LLC, for the construction of a trail along the east bank of the Trinity River- Clear
Fork. During the course of construction it was discovered that a fiber optic line was in conflict with the
designed trail alignment. This fiber optic line was not located by the utility locate service, Texas 811, that
was ordered by the design consultant.
The scope of this amendment includes the re-design of a portion of the trail and retaining wall to avoid a
conflict with the fiber optic line. Additional services under the scope of this amendment include re-design
of approach walks to the Vickery Street bridge which are being re-routed to avoid conflicts with unplanned
improvements related to the Chisholm Trail Parkway.
The table below depicts the total funding for the project which includes the TXDOT grant and the local
match plus the associated costs of engineering and construction management costs.

MWBE Office-A waiver of the goal for MBE/SBE subcontracting requirements was requested
by the Department and approved by the MWBE Office, in accordance with the M/WBE or BDE
Ordinance, because the MWBE Waiver is solicited based on the sole source information
provided to the MWBE Office by the managing department's project manager.
This project is located in COUNCIL DISTRICT 9.
