CITY COUNCIL WORK SESSION

With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:04 p.m. on Tuesday, September 25, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the City Council Agenda.
b. Upcoming and Recent Events
Former City Manager Bob Terrell passed away September 22, 2018.
The Race and Culture Task Force will hold a series of six public meetings to receive comments
on their recommendations.
The next Council Meeting will be October 16, 2018.
c. Organizational Updates and Employee Recognition(s)
Assistant City Manager Susan Alanis who called on Doug Wiersig who announced his
retirement at the end of October.

Randle Harwood recognized staff for the Preservation Achievement Award presented to the City
by Historic Fort Worth for the update of the Preservation Ordinance.
Council Member Brian Byrd recognized Mike Sanbor, Baylor Scott & White CEO to recognize
Lourdes Rodriguez, MedStar and Fire for their help when the Hospital had the power go out.

There were no Informal Reports.
2. Current Agenda Items - City Council Members
The Mayor announced that the Mayor Pro Tem nomination and election will be continued to a
future meeting.
Richard Zavala, Director of Park and Recreation provided and overview of M&C G-19388
related to the agreement between the City of Fort Worth, Eagle Mountain-Saginaw ISD, and the
YMCA of Metropolitan Fort Worth for the purpose of development and operation of a joint use
facility in the 5800 block of Marine Creek Parkway.
3. Responses to Items Continued from a Previous Week
There were not items continued.
4. Council Proposal No. 313 — Waiver of Festival Equipment Rental Fee for the
Harambee Festival — Council Member Kelly Allen Grav and Council Member
Gyna Bivens
Council Member and Bivens gave the background on this item and noted that she would be
asking for Council to suspend the rules so that CP 313 could be considered at the Council
Meeting tonight.
5. Briefing on FindinlIs and Recommendations of Texas Military Value Task Force -
Maior General Kevin Pottinizer, USAF (Retired), Chair, Texas Military
Preparedness Commission and Captain Jon Townsend, USN, CommandinIz Officer,
NAS Fort Worth JRB
Major General Kevin Pottinger, USAF (Retired), Chair, Texas Military Preparedness
Commission, and Captain Jon Townsend, USN, Commanding Officer, NAS Fort Worth, JRB,
provided an overview of the recommendations and opportunities found by the Texas Military
Value Task Force.

6. Final Report on Neighborhood Empowerment Zone Study - Aubrey Thagard,
Neighborhood Services Department
Mr. Aubrey Thagard, Neighborhood Services Department, gave an overview of the final report
on the Neighborhood Empowerment Zone study. Income-producing projects will 1) advance
statutory requirements, 2) be located within targeted neighborhoods, 3) possess an economic gap
("but-for"), 4) be market supportable and, 5) further community revitalization. Single
Family/Ownership units will have tax abatements for single family capped at annual median
home value (Tarrant County value) and that will be updated annually. In addition there will be
administrative and policy changes. There will be stakeholder feedback and an M&C for
adoption is proposed for November 23, 2018.
7. Update on City-Wide Volunteer Coordination - Whitney Rodriguez, Park and
Recreation Department
Ms. Whitney Rodriguez, Park and Recreation Department, updated the Council on the Volunteer
Coordination project that makes it easier for potential volunteers to find opportunities, creates a
pool of volunteers, standardizes appreciation opportunities and provides a framework for groups
to be connected to city initiatives.
8. City Council Requests for Future Agenda Items and/or Reports
Council Members Bivens and Zadeh — update on the flooding response and what we are doing
going forward.
Council Member Bivens—Report on maintenance of creeks and bar ditches.
9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
There being no further business, Mayor Price adjourned the City Council Work Session at 4:48
p. in.
