SUBJECT: LANE CONFIGURATION CHANGE ON SYLVANIA AVENUE

The purpose of this informal report is to inform Council of a proposed lane configuration change on Sylvania
Avenue between 28th Street and Race Street.
Currently, Sylvania is marked as a 4-lane, undivided roadway between 28th and Race. In response to requests from
the community and in an effort to calm traffic in this primarily residential corridor, staff proposes to reconfigure the
pavement markings along this segment of Sylvania to a 3-lane section -one through lane in each direction and a
continuous center left turn lane with 6' shoulders. The existing curb line of the street will remain the same. This
proposal was presented to the Oakhurst Scenic Neighborhood Association in April of this year and again at a
general public meeting in August of this year. In both cases,the proposed reconfiguration received overwhelming
support.
Staff has completed an analysis of the traffic capacity needs for Sylvania and has determined that the proposed
cross section will provide acceptable levels of service for existing and future traffic conditions. The new pavement
markings will be installed starting on or about October 25, 2018. Construction costs are estimated at approximately
$37,000 with a 30-45 day completion time, depending on weather.
