RESOLUTION ESTABLISHING THE PREFERRED ALIGNMENT OF THE PROPOSED SOUTHWEST FREEWAY BETWEEN HULEN STREET AND FM 1187 WHEREAS, there is intense platting and zoning activity in the Southwest Sector of the City, and WHEREAS it is necessary that the alignment of the Southwest Freeway between Hulen Street and FM 1187 be accurately defined; and WHEREAS, property owners in the Southwest Sector of the City supporting a westerly alignment, designated as Alignment "A" on the attached ma have indicated their willingness to dedicate the k required rights-of-way and enter into appropriate Community Facilities Agreements for construction of the Southwest Freeway frontage roads, and WHEREAS the City is obligated to acquire the right of way and construct frontage roads for the freeway from Hulen Street to FM 1187, and WHEREAS, to obtain the ap ropriate rights-of-way and prepare Communit Facilities A reements as ne lat ' o the City staff, Plan Commission and Zoning commission need an ex editious decision as to the preferred alignment of the Southwest Freeway; and WHEREAS, a preliminary alignment of the freeway between Hulen Street and McPherson Road has been tentatively established by City staff, and eAV _ a S Y _ WHEREAS, the City has obtained from Capcon Interests, the Jf developer of Rock Creek Addition, and from Tristar Capital Corpora- tion, the developer of Sunland Addition, and Watson & Taylor firm commitments to dedicate, at no ex ense to the Cit of Fort Worth, the necessary rights-of-way to complete the most westerly alignment of the freeway as it i ersects with FM 1187 and c ntinues alon FM 1902, and WHEREAS, landowner donation and frontage road cost artici ation from McPherson Road significantl lowers the cost of t e freewa to the City, and WHEREAS, the State Department of Highways and Public 0 Transportation is presently in the process of studying the alignment of the freeway south of McPherson Road, and the most westerly ali nment is one of the state's design alternatives; and WHEREAS, the State will not be able to forward information concerning metes and bounds descriptions or a plat showing the right- of-way requirements on any section of the proposed freeway until the route studies, public hearings and environmental impact statement are completed and approved which will take two (2) years or more, and WHEREAS, waiting two (2) years or more for the State Department of Highways and Public Transportation to complete their study is not practical from the City's standpoint due to the large volume of platting and zoning activity occuring along this freeway corridor, and 2 WHEREAS, the most westerly alignment is the most appropriate alignment for the purposes of preserving the City's thoroughfare plan and rid system of street planning and .reducing the overall cost of the project; and WHEREAS, the most westerly alignment reserves numerous o tions for State, Count and City considerations regarding the eventual continuation of the freeway along FM 1902 to Cleburne as the connectors of the freeway with SH 174, and NOW, THEREFORE, BE IT RESOLVED, that the City Council adopt the alignment of the Southwest Freeway between Hulen Street and Risinger Road as proposed by City Staff and the westernmost alignment of the Southwest Freeway, designated as Alignment "A" on the attached map, from s Road to FM 1187 and connectin g to FM 1902, as the City's preferred alignment, and BE IT FURTHER RESOLVED, that the City Council authorize the Transportation & Public Works Department to stake the centerline of the adopted alignment for the Southwest Freeway from Hulen Street to FM 1187; and BE IT FURTHER RESOLVED, that as platting occurs along the route of the Southwest Freeway, the property owners will be required to dedicate appropriate rights-of-way either by platting or by metes and bounds description and will be required to enter into Community Facilities Agreements providing for the construction of the frontage roads 3 Y PD e BE IT FURTHER RESOLVED, that the Mayor and City Manager bring this Resolution to the attention of the State Highway Commission on March 31, 1986 Passed this day of , 1986 AMOVED BY CITY COUNCIL Q FEB 25 1986 City $acremw of the 0ty, 19 EPA *RAIN saga 4 w I r!r f?nS I .l ' L 1 V 7 T ` Proposed SW Freeway (SH 121) Alignment
