CALL TO ORDER With a quorum of the City Council Members present, Mayor Price called the regular session of the Fort Worth City Council to order at 7:03 p.m. on Tuesday, October 23, 2018, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. II. INVOCATION — Reverend Shari Woodbury, Westside Unitarian Universalist Church The invocation was provided by Reverend Shari Woodbury, Westside Unitarian Universalist Church. III. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF TEXAS The Pledges of Allegiance to the United States of America and the State of Texas were recited. IV. CONSIDERATION OF THE MINUTES OF THE CITY COUNCIL WORK SESSION OF AND REGULAR MEETING OF OCTOBER 16,2018 Motion: Council Member Jordan made a motion, seconded by Mayor Pro tem Shingleton, that the minutes of the City Council Work Session and Regular meeting of October 16, 2018, be approved. Presentation of Certificate of Recognition for the Texas Trail of Fame Mayor Price presented a Certificate of Recognition for the Texas Trail of Fame to Mr. George Westby. 2. Recognition of Lake Como Cleanup Participants Council Member Byrd recognized the volunteers and staff who supported a litter cleanup at Lake Como. Recollnition of Citizens There were no recognition of citizens. 3. Approval of Ceremonial Travel There was no ceremonial travel. XI. PRESENTATIONS BY THE CITY COUNCIL 1. M&C G-19404 - Adopt Ordinances Appropriating a Total of$10,000,000.00 in the Government Community Facilities Agreement Fund and the Water & Sewer Community Facilities Agreement Fund for Fiscal Year 2019 Community Facilities Agreement Projects and Delegating Authority to the City Manager, or His Designee, on Receipt of Payments, to Effect Transfers within each Fund Up to its Budgeted Total (ALL COUNCIL DISTRICTS) Motion: Council Member Jordan made a motion, seconded by Council Member Flores, that Mayor and Council Communication G-19404 be approved and Appropriation Ordinance Nos. 23452-10-2018 and 23453-10-2018 be adopted. Motion passed 8-0, Council Member Bivens absent. 2. M&C G-19405 - Authorize Appointment and Reappointments to the City's Construction and Fire Prevention Board of Appeals, Places 2, 4, and 6 (ALL COUNCIL DISTRICTS) Motion: Council Member Byrd made a motion, seconded by Council Member Moon, that Mayor and Council Communication G-19405 be approved. Motion passed 8-0, Council Member Bivens absent. 3. M&C G-19406 - Adopt Resolution Revising the Schedule of Standard Fines and Late Fees for Parking Offenses (ALL COUNCIL DISTRICTS) Motion: Council Member Moon made a motion, seconded by Mayor Pro tem Shingleton, that Mayor and Council Communication G-19406 be approved and Resolution No. 4996-10-2018 be adopted. Motion passed 8-0, Council Member Bivens absent. F. Award of Contract 1. M&C C-28905 - Authorize Execution of an Inter-local Agreement with Fort Worth Housing Solutions to Provide $4.5 Million in 2014 CIP Funds to Construct a Shared Parking Structure, Pedestrian Streetscape Improvements and Other Associated Public Infrastructure Related to the Transit Oriented Development of Katy Station Lofts Located at West Vickery Boulevard and South Main Street and the Fort Worth T&P Rail Station and Rescind the Authorization Granted in M&C C-27938 to the Prior Public Partner, the Fort Worth Transportation Authority, n/k/a Trinity Metro (COUNCIL DISTRICT 9) CITY OF FORT WORTH, TEXAS REGULAR CITY COUNCIL MEETING OCTOBER 23, 2018 Page 6 of 7 Motion: Council Member Zadeh made a motion, seconded by Council Member Byrd, that Mayor and Council Communication C-28905 be approved. M&C C-28906 - Authorize Execution of a Construction Contract with McClendon Construction Company, Inc., in the Amount of $7,215,420.75 for Roadway Construction for Blue Mound Road and Willow Springs Road and Authorize Execution of Amendment No. 1 to Interlocal Agreement with Northwest Independent School District for an Amount Not to Exceed $2,000,000.00 for the Construction of Willow Springs Road and Blue Mound Road and Adopt Appropriation Ordinance (COUNCIL DISTRICT 7) Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores, that Mayor and Council Communication C-28906 be approved and Appropriation Ordinance No. 23454-10-2018 be adopted. Motion passed 8-0, Council Member Bivens absent. XIV. ZONING HEARING It appeared that the City Council continued Zoning Docket ZC-18-128 at the October 16, 2018, Council meeting: 1. ZC-18-128 - (CD 7) - Licurgus S. Mahan III, 1200 block Meandering Road; From: "B" Two-Family To: "FR" General Commercial Restricted 4.46 acres (Recommended for Approval by the Zoning Commission) (Continued from a Previous Meeting) Mayor Price opened the public hearing. Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Jordan, that Zoning Docket ZC-18-128 be continued to the October 30, 2018, Council meeting. Motion passed 8-0, Council Member Bivens absent. There being no one present desiring to be heard in connection with the recommended changes and amendments pertaining Zoning Ordinance No. 21653-02-2015 for the above-listed case, Mayor Pro tem Shingleton made a motion, seconded by Council Member Jordan, that the hearing be closed. Motion passed 8-0, Council Member Bivens absent. XV.
