L-5 RELATING TO THE PROPOSED CAPITAL IMPROVEMENT PROGRAM WHEREAS, the Fort Worth City Council, acting on advice from hun- dreds of citizen groups and individuals and with support from the staff, has spent more than a year planning, considering and making decisions relating to the proposed Capital Improvement Program, and, WHEREAS, every City Council member has had ample opportunity to present alternative programs, and, WHEREAS, the staff has been responsive to Council requests for financial projections based on analysis of various factors which might have an impact on future tax rates and tax bills, and, WHEREAS, the Council has given due consideration to the potential tax impact of the proposed Capital Improvement Program on individual tax- payers and on the City's overall financial condition, and, WHEREAS, only after several Council discussions of the financial information was it presented in written form to the public, and, WHEREAS, the Council, with only one member dissenting, has voted to present the proposed Capital Improvement Program to the voters of Fort Worth for their consideration; NOW, THEREFORE, BE IT RESOLVED, that the Fort Worth City Council now expresses its support of the entire bond program, and, BE IT FURTHER RESOLVED that the Council commends the City Manager and his staff for their diligent efforts to provide information to the citi- zens about all aspects of the proposed Capital Improvement Program and endorses the efforts of the Citizen Steering Committee, Neighbors Together for a Better Fort Worth, to gain voter approval of the program on March 22.
