Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:04 p.m. on Tuesday, October 30, 2018, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager—David Cooke, City Manager a. Changes to the City Council Agenda M&C C-28914 is in Council District 8. M&C C-28916 will be withdrawn and brought back at a later date. b. Upcoming and Recent Events Flags will be at half-staff through Wednesday, October 31, 2018, in respect for the victims of the shooting at the Tree of Life Synagogue in Pittsburg, Pennsylvania on October 27th 2018. There will be a Citywide Night of Prayer, Remembrance and Unity at the Congregation Ahavath Sholom on November 1, 2018. The November 6, 2018, Council Work Session will begin at 8:30 am and the Council Meeting will begin at 10:00 am. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION OCTOBER 30, 2018 Page 2 of 3 c. Organizational Updates and Employee Recognition(s) Council Member Zadeh read an email from a citizen praising the biking infrastructure and bus system. Assistant City Manager Susan Alanis recognized Human Relations employee Shauna Sheppard for her leadership in initiating and organizing the NFBPA Women's Symposium here in Fort Worth. d. Informal Reports 1. IR 10194: Federal Preemption Regarding the Regulation of Railroads and Trains 2. IR 10195: Recent Anti-Immigrant Activity 3. IR 10196: Police Initiated or Police Purpose Towing Services Update 4. IR 10197: Upcoming Changes to Public Improvement District Management Contracts 2. Current Agenda Items - City Council Members There were no questions or comments. 3. Responses to Items Continued from a Previous Week a. ZC-18-128 - (COUNCIL DISTRICT 7 — Dennis Shingleton) - Licurgus S. Mahan III, 1200 block Meandering Road; From: " B" Two-Family To: " FR" General Commercial Restricted 4.46 acres (Recommended for Approval by the Zoning Commission) (Continued from October 23, 2018 by Mayor Pro Tem Shingleton) This item will be moving forward. 4. Briefing on Blue Zones Proiect- Matt Dufrene, Blue Zones Proiect Mr. Matt Dufrene, Blue Zones Project, provided an update the progress of the Blue Zones Project in Fort Worth. He announced that Fort Worth is the largest Blue Zones Community. He also noted that Fort Worth moved its well-being score from 185th out of 190 metro areas to 58th between 2014 and 2017. Mr. Dufrene stressed that there is still much work to do. There will be ongoing and deepening relationships with Blue Zones Approved organizations. 5. Update on TCU and UNTHSC Medical School - Stuart Flynn and Judy Bernas, TCU and UNTHSC School of Medicine Mr. Stuart Flynn and Ms. Judy Bernas, TCU and UNTSHC School of Medicine, provided an update on the medical school now that they have achieved accreditation. The opening class can begin to apply in July and will start in November. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION OCTOBER 30,2018 Page 3 of 3 6. Presentation on Fort Worth Botanic Garden Task Force Recommendations - Susan Alanis, City Manager's Office, Sal Espino, Botanic Garden Task Force Chair and Bob Byers, Fort Worth Botanic Garden Assistant City Manager Susan Alanis, City Manager's Office, Mr. Sal Espino, Botanic Garden Task Force Chair, and Mr. Bob Byers, Fort Worth Botanic Garden, provided a comprehensive overview of the work of the task force. The task force is recommending the following: Admission fee with various accessibility options Governance of the Garden should transition to non-profit management There will be an M&C on the November 13, 2018, Council meeting for action on the recommendations. 7. Review of City Council Calendar for January - December 2019 - Mary Kayser, City Secretary City Secretary Mary Kayser presented the proposed schedule of meeting dates for calendar year 2019. There was a consensus of the council to cancel the December 18, 2018, Work Session and Council Meeting. S. City Council Requests for Future Agenda Items and/or Reports Council Member Jordan—potential use of the Van Zant YMCA as a Senior Center. 9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL, ROOM 290) Mayor Price adjourned the City Council Work Session at 5:24 pm.
