AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS OPERATING OTHER FUND, IN THE AMOUNT OF $421,889.00, FROM
AVAILABLE FUNDS, FOR THE REIMBURSEMENT OF OVERTIME COSTS; PROVIDING
FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants
Operating Other Fund in the amount of$421,889.00, from available funds, for the reimbursement of overtime
costs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Acceptance of Reimbursement Funds in an Amount Up to $18,343.00 per Eligible Officer for
Overtime Salary Costs for Participation in the North Texas Anti-Gang Center Task Force and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the acceptance of reimbursement funds in an amount up to $18,343.00 per eligible officer for
overtime salary costs for participation in the North Texas Anti-Gang Center Task Force; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Operating Other Fund in the amount of$421,889.00, subject to approval and receipt of funds, for
reimbursable funds for the Police Department' s participation in the task force.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) is to authorize acceptance of
reimbursement funds for the Police Department's participation in the Texas Anti-Gang Center Task Force.
In 2016, the City of Fort Worth entered into a Local Administrative Agreement for the Texas Anti-Gang
Center- North Texas (TAG Center) (M&C C-28492). The TAG Center is used by multiple law enforcement
agencies, including federal, state, and local agencies, in order to more efficiently and effectively cooperate
and collaborate on intelligence, investigatory, and operational activities related to combating the shared
threat of criminal organizations operating in and affecting the region. Funding for the TAG Center was
provided by grant funds awarded to the North Richland Hills Police Department (NRHPD) through the
Department of Justice.
For the past two years, the grant funds received by the City of North Richland Hills have been used to
found and establish the TAG Center. The TAG Center is now operational and a portion of the grant funds
may now be used to cover overtime salary costs of the officers participating in the task force. The City of
North Richland Hills will reimburse overtime salary costs directly related to work performed for the TAG
Center, up to 25% of the federal GS-12 rate per eligible officer. The City of Fort Worth currently has 23
Fort Worth officers who may assist the TAG Center and be eligible for some portion of reimbursable
overtime costs. Overtime costs will not include benefits such as paid annual leave, compensatory leave,
sick leave, holiday leave or retirement.
Indirect expenses are not eligible for reimbursement. The total amount of reimbursable funds that the City
could receive is $18,343.00 per Officer, if found to be eligible for the maximum amount of overtime. The
City of North Richland Hills, the grantee who applied for and received the grant, has indicated that
additional funds may be available if there is a significant increase in local gang activity or violence. For this

reason, in the event that North Richland Hills receives more funding, the appropriation ordinance specifies
the total amount of reimbursable overtime salary costs that the City may be eligible to receive. This M&C
serves all Council Districts.
This contract will be with a governmental entity, state agency or public institution of higher education: City
of North Richland Hills, Texas.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as appropriated,
of the Grants Operating Other Fund. This is a reimbursement Grant. The Police Department will be
responsible for requesting and collecting funds for reimbursements.
