A Resolution
NO. WHEREAS, the State Department of Highways and Public Transportation
(Highway Department) has indicated that it will construct
the Southwest Freeway from S.H. 121 (Airport Freeway)
south to F.M. 1187, based upon a Special Twenty-year
Program Schedule; and
WHEREAS, several alternatives exist for the development and
financing of the freeway which have bearing upon the com-
pletion of construction of the Southwest Freeway; and
WHEREAS, the City of Fort Worth desires to have the construction of
the Southwest Freeway completed as expeditiously as pos-
sible; and
WHEREAS, because this matter is of extraordinary importance, it is
necessary to retain outside counsel to advise the City
with regard to the alternate methods of financing and con-
structing the Southwest Freeway; and
WHEREAS, Bob Randolph of the law firm of Vinson & Elkins possesses
the knowledge and expertise at both the federal and state
level necessary to expedite the construction and financing
of the Southwest Freeway;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS: ,
SECTION 1.
That Vinson & Elkins be retained as outside counsel pursuant to
Section 3, Chapter 6 of the City Charter, to advise the City with
regard to the construction and financing of the Southwest Freeway
and other highway projects which may arise from time to time.
