With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 8:33 a.m. on Tuesday, November 6, 2018, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager—David Cooke, City Manager
a. Changes to the City Council Agenda
There were no changes to the agenda.
b. Upcoming and Recent Events
Fort Worth Certified Blue zones Community Celebration will be Saturday, November 10, 2018,
from 2:00 p.m. - 5:00 p.m. at Will Rogers Memorial Center.
c. Organizational Updates and Employee Recognition(s)
There were no updates or recognitions.
d. Informal Reports
There were no Informal Reports.

4. Update on Court Case Management System —Valerie Washington, City Manager's
Office
This item will be rescheduled for a later date.
5. Briefing on Proposed 2019 Affordable Housing Tax Credit Policy — Aubrey
Thagard, Neighborhood Services Department
Mr. Aubrey Thagard, Neighborhood Services Department, reviewed the proposed 2019 9% Tax
Credit Policy for Resolutions of Support. Key features are raising the minimum number of total
units set aside as market rate form 5% to 10% and 5% of the total units dedicated for Permanent
Supportive Housing. The Council can also grant a 4% Resolution of No Objection with the same
features. The Council may also choose to offer a commitment of development funding in the
form of a tax abatement and /or a partial or full waiver of development fees. Staff will bring the
policy to the council for adoption on November 13, 2018.
6. Presentation on Pension Update—David Cooke, City Manager's Office
City Manager David Cooke, City Manager's Office, provided an update on the pension
discussions and presented the last Compromise Proposal (10.2%): 4.5% city contribution; 3.1%
from changes to benefits/eligibility; and 2.6% increased employee contributions. Staff will bring
an M&C to the Council November 13, 2018; education on the changes November 14 —
December 14, 2018; contribution election for employees in January 2019; and Implementation of
employee contributions (if successful election) in April/May 2019.
7. City Council Requests for Future Agenda Items and/or Reports
Council Member Bivens—have quarterly daytime Council meetings.
Council Member Jordan — Those who have done lifesaving to be recognized at a Council
meeting.
Council Member Zadeh— Suicide Prevention training program presentation.
9. Executive Session (CITY COUNCIL CONFERENCE ROOM, CITY HALL,
ROOM 290)
Mayor Price adjourned the City Council Work Session at 9:38 a. m.
