I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Price called the regular session of
the Fort Worth City Council to order at 10:07 a.m. on Tuesday, November 6, 2018, in the City
Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
II. INVOCATION—Pastor John Messman, St. Paul Lutheran Church
The invocation was provided by Pastor John Messman, St. Paul Lutheran Church.
III. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF
TEXAS
The Pledges of Allegiance to the United States of America and the State of Texas were recited.
IV. CONSIDERATION OF THE MINUTES OF THE CITY COUNCIL WORK
SESSION OF AND REGULAR MEETING OF OCTOBER 30, 2018
Motion: Council Member Moon made a motion, seconded by Council Member Byrd, that
the minutes of the City Council Work Session and Regular meeting of
October 30, 2018, be approved. Motion passed 9-0.
V. ITEMS TO BE WITHDRAWN FROM THE CONSENT AGENDA
There were no items to be withdrawn from the Consent Agenda.

Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Bivens,
that the Consent Agenda be approved. Motion passed 9-0.

1. M&C G-19411 - Adopt Appropriation Ordinance Nos. 23462-11-2018 and
23463-11-2018 Increasing Estimated Receipts and Appropriations in the
Amount of 5420,000.00 in the Capital Projects Service Fund and in the Vehicle
and Equipment Replacement Fund and Authorize Transfer of Funds to the
Vehicle and Equipment Replacement Fund to Provide Funding for Equipment
Purchase (ALL COUNCIL DISTRICTS)
B. Purchase of Equipment, Materials, and Services - Consent Items
1. M&C P-12271 - Authorize Agreement with Axon Enterprise, Inc. Using a
Cooperative Contract in an Annual Amount of 51,200,000.00 for In-Car Video
Equipment, Interview Room and Related Equipment and Services for the
Police Department with Two One-Year Options to Renew (ALL COUNCIL

1. M&C L-16158 - Adopt Ordinance No. 23464-11-2018 Amending Chapter 31

2. M&C L-16159- Authorize the Acquisition of Approximately 2.7 Acres of

47393 with United HealthCare Services, Inc. for Administration of the City's
Medical and Disease Management Programs to Increase the Total
Compensation to an Amount Up to $3,836,237.61 Annually to Include an
Additional $362,637.61 for the Remainder of 2018 (ALL COUNCIL
DISTRICTS)
2. M&C C-28919 - Authorize Execution of Amendment No. 3 to City Secretary
Contract No. 47997 with Dunaway Associates, L.P. in the Amount of
$27,000.00 for Randol Mill Road Part 2, and Authorize Execution of Change
Order No. 1 to City Secretary Contract No. 50812 with JLB Contracting, LLC,
in the Amount of $211,061.71 for Randol Mill Road Part 2 (COUNCIL
DISTRICT 5)
3. M&C C-28920 - Authorize Acceptance of Reimbursement Funds in an Amount
Up to $18,343.00 per Eligible Officer for Overtime Salary Costs for
Participation in the North Texas Anti-Gang Center Task Force and Adopt
Appropriation Ordinance 23466-11-2018 (ALL COUNCIL DISTRICTS)
4. M&C C-28921 - Authorize Execution of a Construction Contract with Westhill
Construction, Inc., in the Amount of $800,000.00, for Utility Cut Repair
Contract 2018 at Various Locations Throughout the City (ALL COUNCIL

5. M&C C-28922 - Authorize Execution of a Community Facilities Agreement
with Forestar (USA) Real Estate Group Inc. with City Participation in an
Amount Not to Exceed $655,037.44 for Oversizing a Total of 14,935 Linear
Feet of Sewer Main in the Vicinity of Old Blue Mound Road and South of
HWY 114 in the City of Fort Worth and its ETJ (COUNCIL DISTRICT 7)

XIII. RESOLUTION
1. A Resolution of the City Council of the City of Fort Worth, Texas, Cancelling
the December 18, 2018, City Council Work Session and City Council Meeting
and Setting the Regularly Scheduled City Council Work Sessions and City
Council Meetings for the Months of January 2019 through December 2019
Motion: Mayor Pro tem Shingleton made a motion, seconded by Council Member Flores,
that Resolution No. 5000-11-2018 be adopted. Motion passed 9-0.

XIV. REPORT OF THE CITY MANAGER
B. General
1. M&C G-19412 - Adopt City of Fort Worth Public Art Annual Work Plan for
Fiscal Year 2019 and Adopt Ordinance Enacting the City of Fort Worth Public
Art Capital Improvement Plan for Fiscal Year 2019, Including Capital
Programs, Projects, and Outlay and Appropriating Funds in the Amount of
$1,575,421.00, Subject to Subsequent City Council Authorization of an
Artwork Commission Contract for Each Public Art Project Included in this
Annual Work Plan (ALL COUNCIL DISTRICTS)
Motion: Council Member Zadeh made a motion, seconded by Mayor Pro tem Shingleton,
that Mayor and Council Communication G-19412 be approved and Appropriation
Ordinance No. 23467-11-2018 be adopted. Motion passed 9-0.
2. M&C G-19413 - Authorize Changes to the City's Homebuyer Assistance
Program to Allow Maximum Assistance up to $20,000.00 for Eligible
Homebuyers, Change Certain Underwriting Requirements and the Recapture
Provisions, and Change the Limit for Closing Costs Assistance (ALL
COUNCIL DISTRICTS)
Motion: Council Member Allen Gray made a motion, seconded by Council Member Bivens,
that Mayor and Council Communication G-19413 be approved. Motion passed 9-0.
3. M&C G-19414 - Adopt Ordinance Appointing Two Municipal Judges for
Unexpired Terms Commencing November 10, 2018 and Ending March 31,
2020 and Setting the Salary for said Municipal Court Judges (ALL COUNCIL
DISTRICTS)
Chief Judge Danny Rodgers, 3521 Minot Avenue, appeared before Council in support of Mayor
and Council Communication G-19414, and he introduced new Municipal Judges
Melanie A. Houston and Thomas A. Iwuji.
Motion: Council Member Zadeh made a motion, seconded by Mayor Pro tem Shingleton,
that Mayor and Council Communication G-19414 be approved and Ordinance
No. 23468-11-2018 be adopted. Motion passed 9-0.

F. Award of Contract
1. M&C C-28923 - Authorize Third Renewal of a Professional Management
Services Agreement with the Arts Council of Fort Worth and Tarrant County,
Inc., in the Amount of $580,712.00 for Fiscal Year 2019 Management of the
Public Art Program (ALL COUNCIL DISTRICTS)
Motion: Council Member Zadeh made a motion, seconded by Council Member Moon, that
Mayor and Council Communication C-28923 be approved. Motion passed 9-0.
2. M&C C-28924 - Authorize Execution of a Contract with Woody Contractors,
Inc. in the Amount of$3,147,719.50 for Combined Street Paving Improvements
and Water and Sanitary Sewer Main Replacements on Four Street Segments,
Adopt Resolution Expressing Official Intent to Reimburse Expenditures with
Proceeds of Future Debt and Adopt Appropriation Ordinance (COUNCIL
DISTRICT 5)
Motion: Council Member Bivens made a motion, seconded by Council Member Flores, that
Mayor and Council Communication C-28924 be approved and Resolution
No. 5001-11-2018 and Appropriation Ordinance No. 23469-11-2018 be adopted.
Motion passed 9-0.
XV. CITIZEN PRESENTATIONS
Mr. James Grzann, 2821 Elinor Street, appeared before Council relative to the City Code and
provided handouts.
Lay Brother Steven Gerard Sidlovsky, OFM, MBA, representing the Order of Franciscan
Secular, 2358 University Avenue #520, San Diego, California, appeared before Council relative
to future City of Fort Worth Life Peace Zone and provided handouts.
The following individuals appeared before Council relative to race and culture:

Botanic Garden and was recognized by Mayor Price but did not wish to address Council.
