ordinance No. 17357-O1-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $668,133 AND THE SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $447,573 FROM A WATER AND SEWER OPERATING FUND TRANSFER, F4R THE PURPOSE OF EXECUTING A CONTRACT WITH JLl3 CONTRACTWG, LP FOR HMAC SURFACE OVERLAY 2006-18, AT VARIOUS LOCATIONS; PROVIDING FOR A SEVERAI3ILITY CLAUSE; MAKING TH15 ORDINANCE CUMULATIVE OF PR#OR ORDWANCES !N CONFLECT HEREWITH; AND PROVIDING AN EFFECTIVE E7ATE. f3E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECT#ON 1. That in addtion to those amounts allocated to the various City depar#ments for Fiscal Year 2006-2007 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Projects Fund in the amount of $858,133 and the Sewer Capital Projects Fund in the amount of $447,573 from a Water and Sewer Operating Fund transfer, far tha purpose of executing a contract with JLB Contracting, LP far HMAC Surface Overlay 2006-18, at various locations. SECTIDN 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisd'+ctinn, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall foe cumulative of Ordinance No. 17142 and all other ordinances and appropriations amending the same except in Chase instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting previsions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 ADOPTED AN17 EFFECTIVE: •#anuary 9, 2007 This ordinance shall take effect upon adoption. Surface Overlay 2000-1 $, at Various i_,ocations and Adopt Appropriation Ordinance RECOIV(MENDATION: It is recommended that the City Council: 1. Authorize the City Manager to transfer $1,115,706.00 from the Water and Sewer Operating Fund to the Water Capita[ Projects Fund in the amount of $668,133.00 and the Sewer Capital Projects Fund in the amount of $447,573.00, 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the Water Capitai Project Fund in the amount of $668,133.00 and the Sewer Capita[ Projects Fund in the amount of $447,573.00, from availabie funds; and 3. Authorize the City Manager fo execute a contract with JI_B Contracting, LP, in the amount of $1,015,952.10 for H.M.A.C. Surface Overlay 2006-18, at various locations. DISCDSSION: The H.M.A.C. Surface Overlay 2006-18 project provides for surtace and base rehabilitation, replacement of failed curb and gutter, sidewalk and driveway approaches on the streets identified below, after the existing water and sewer mains on ail the streets are replaced via a separate contract: This project is park of the Contract Street Maintenance Program for FY 2005106.. Street Medina Avenue Waco Way Wessex Avenue Wosley Drive W. Fuller Avenue from Odessa Avenue Wrigley Way Wedgwnrth Road Woodway Lane Ryan Avenue Ta Westcreek C~rive Hulen Street Welch Avenue Wedgemont Circle Gordon Avenue This project was advertised on June 15 and 22, 2006. On July 6, 2006, the fioilowing bids were received: Bidders JLB Contracting, l.P Peachtree Construction, Ltd. Amount Time of Carr~g_letion $1,Q15,952.1(} 75 Working Days $1,029,221.00 Lognarne: 30HMAC052-18 Page I of 2 JLB Contracting, LP, is in compliance with the City's M/WBE Ordinance by committing to 24 percent M/WBE participation. The City's goal on this project is 21 percent. In additian to the contract cost, $01,147.90 (Water: $40,275; Sewer: $20,872.90} is required for inspection, survey and other construction related tasks and $38,606 (Water: $18,287; Sewer: $20,319) is required far project contingencies. This project is located in COUNCIL DISTRICT 6.
