ResOlutiO Adopted Resolution P10.,
WHEREAS, affirmative action is defined as "those actions appropriate to
overcome the effects of past or present practices, polici.es,, or
other barriers to equal employment opportunity," and,
WHEREAS, Executive Order 11246, as amended, which established affirmative
action compliance programs re_quiriinng_ government contractors to
meet hiring goals and timeta- es for recruitment, hiring and
promotion, and,
WHEREAS, Executive Order 11246, as amended, has since, its implementation
(1965) and subsequent amendment (1967), been progressively
effective toward eliminating barriers to equal employment
opportunities for minorities and women, and,
WHEREAS, there is presently a proposal for consideration of a new Executive
Order which would rescind the provisions of Executive Order 11246,
as amended, explicitly allowing only voluntary goals and
timetables by government contractors, and,
WHEREAS, the proposal would place a strong emphasis only on affirmative
recruitment and employment-related training programs rather than
setting numerical goals and timetables; and,
WHEREAS, the Fort Worth Human Relations Commission resolves that the repeal
• of Executive Order 11246, as amended, would not be in the best
interest of our citizenry and would impede strides toward job
equality currently accomplished by the minorities and females
within our community thus far, the Fort Worth Human Relations
Commission takes the position to recommend opposition of the
repeal of Executive Order 11246, as amended.
NOW THEREFORE BE IT RESOLVED that the City Council take immediate action on
the above stated matter, urging strong support of this. important concern to
the appropriate government bodies by expressing disapproval of and objection
to the repeal of Executive Order 11246, as amended.
