Supporting Congressional Efforts to Reduce the National Debt; and
Urging Congressional Restraint in Establishing Costly New
Legislative Requirements on Municipalities; and Urging
the Timely Scheduling of Deficit Reduction Measures
WHEREAS, the continuing deficit in the federal budget
is an issue of overriding concern throughout the nation; and
WHEREAS, balancing the federal budget cannot be
accomplished without cooperation as well as concessions on the
part of all citizens; and
WHEREAS, at the same time Congressional action to
reduce the deficit will reduce Federal funds allocated to local
governments, Congress also is considering imposing new
administrative requirements and regulations on local governments
which will increase costs; and
WHEREAS, proposed measures which will negatively impact
municipalities include,
- the application of the Fair Labor Standards Act to
public employees,
- the mandated inclusion of local and state employees
in the Social Security Program,
- the new requirements of the Clean Water Act regarding
storm water runoff monitoring; and
WHEREAS, the fiscal impact on municipalities
represented by these proposed regulations will be borne by
citizens at the local level in the form of tax increases or other
fees and charges; and
WHEREAS, many of these proposed actions would become
effective during the fiscal year after the establishment of tax
rates and the adoption of annual budgets by many municipalities,
thereby eliminating opportunities for adequate or responsible
financial planning;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH, TEXAS that the City hereby strongly
supports the efforts to reduce the national debt over a period of
time, but at the same time, the City
1) urges the Administration and the entire
Congressional delegation, as well as the Chairmen
and committee members of the Senate Finance
Committee and the House Ways and Means Committee, to
refrain from establishing costly new administrative
requirements and regulations for local governmentsi
particularly when they are unrelated to federal
deficit reduction; and
2) respectfully requests that before imposing new
regulations, Congress and the President specifically
consider the impact on local governments and local
taxpayers; and
3) implores Congress to schedule dQf1c.3..t reduction
measures that impact local budgets far enough In
advance to allow for prudent financial management;
AND BE IT FURTHER RESOLVED that the City Secretary
forward copies of this resolution to the President of the United
States and to the appropriate members of the United States Senate
and the House of Representatives.
