HomeMy WebLinkAboutOrdinance 23455-10-2018Ordinance No. 23455-10-2018 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS OPERATING FEDERAL FUND IN THE AMOUNT OF $74,000.00, SUBJECT TO RECEIPT OF THE GRANT, FOR USE IN DEVELOPING FORT WORTH FIRE DEPARTMENT'S CAPABILITIES IN THE AREAS OF FIRE AND ARSON INVESTIGATIONS; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of $74,000.00, subject to receipt of the grant, for use in developing Fort Worth Fire department's capabilities in the areas of fire and arson investigations. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Ratify application for and authorize acceptance of a Grant from the Department of Homeland Security - Federal Emergency Management Agency under the Fiscal Year 2017 Assistance to Firefighters Grant Program - Fire Prevention and Safety Grant (FP&S), in the amount of up to $70,477.00 to be used to further develop the Fort Worth Fire Department's capabilities in the areas of fire and arson investigations; 2. Authorize transfer of funds in the amount of $3,523.00, as required, for the City's grant match from the Fiscal Year 2019 Adopted Budget for the Fort Worth Fire Department Arson and Bomb Investigations Section from the General Fund and Grants Operating Other Fund to the Grants Operating Federal Fund; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Operating Federal Fund in the amount of $74,000.00, subject to receipt of a grant from the Department of Homeland Security - Federal Emergency Management Agency. DISCUSSION: The Department of Homeland Security (DHS) - Federal Emergency Management Agency provides Fire Prevention and Safety (FP&S) Grants as part of the Assistance to Firefighters Grant (AFG) Program. The FP&S grants are intended to support projects that enhance the safety of the public and firefighters from fire and related hazards. The DHS recently notified the Fort Worth Fire Department (FWFD) that its application for financial assistance submitted under the Fiscal Year 2017 AFG Program - FP&S grant had been approved in the amount of $70,477.00. As a condition of this award, the City is required to contribute a 5% cost match in the amount of $3,523.00, for a total project cost of $74,000.00. The FWFD Arson Investigation Unit is working toward the goal of aggressively investigating every fire that occurs within the city of Fort Worth. The FP&S grant will be used to fund training and software/technology improvements to allow personnel to more aggressively investigate fire incidents and to pursue the successful prosecution of those committing these crimes. Additionally, approval will also authorize acceptance of this award and transfer of the City's match in the amount of $3,523.00 from the General Fund Budget to the Grants Operating Federal Fund. This amount was not included in FWFD's Fiscal Year 2019 Budget because the award was unplanned. Therefore, the department will use funds designated for investigations and arson -related training and supplies, as well as any available Law Enforcement Officer Standards and Education Fund (LEOSE) allocations from the Grants Operating Other Fund, to meet the City's portion of the match. The Fire Department will be responsible for the oversight and management of this project. This Grant will not result in any indirect cost revenue. This project will serve ALL COUNCIL DISTRICTS. This contract will be with a governmental entity, state agency or public institution of higher education: U.S. Department of Homeland Security - Federal Emergency Management Agency.
