Ordinance No. 17360-01-2007 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $70,981, SUBJECT TO RECEIPT OF THE LOAN STAR LIBRARIES GRANT FROM THE TEXAS STATE LIBRARY AND ARCHIVES COMMISSION FOR THE PURPOSE OF I=UNDING THE LOAN STAR LIBRARIES PROGRAM FDR THE FORT WORTH PUBLIC LIBRARY; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONI=LICT HEREWITH; ANt7 PROVIDING AN EFFECTIVE BATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts a{located to the various City departments for Fiscal Year 2006-2007 and in the Budget of the Gity Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $70,981, subject to receipt of the Loan Star Libraries grant from the Texas State Library and Archives Commission far the purpose of funding the Loan Star Libraries program for the t=art Worth Public Library. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in na way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full farce and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17142 and all other nrdinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed, SECTION 4. Authorize the City Manager to accept the $70,981 Loan Star Libraries Grant far the Fort Worth Public Library from the Texas State Library and Archives Commission; 2. Authorize the City Manager to execute a grant agreement with the Texas State Library and Archives Commission relating to such grant; and 3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $70,981 in the Grants fund upon receipt of fhe grant. DISCUSSION: The Loan Star Libraries is the direct state aid grant program for public libraries in Texas. The program is designed to reduce barriers to library services thus making services mare accessible and available. Specifically, the grant provides assistance to local communities in an effort to maintain, improve and enhance focal services and to extend library services beyond legal jurisdictional boundaries. Through this program, Texans who reside in communities that have a local public library are able to borrow materials across that state without a direct cost to the individual. The City's non-resident fee will remain in effect. The Library will use the grant funds to supplement resources and services in five targeted areas: 1. Summer Reading Program: provides a popular literature and literacy based program far families. 2. Continuing Education: provides training and staff development opportunities for all staff. 3. Public Art: completes the development and installation of a historical photographic representation of the EvanslRosedale community to be displayed in the new Shambles Branch Library. 4. Services to the Spanish Speaking Community: provides library materials, programs and workshops at three libraries that address the specific librarylinformation needs of Hispanics. 5. Genealogy Materials and Programming: provides library materials and programming generating awareness about services and resources available at the Fort Worth Public Library. This grant is for the state fiscal year of September 1, 2006 through August 31, 2007. This is the sixth year that the Library has received this grant.
