AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE AMOUNT OF $286,634.00, SUBJECT TO THE RECEIPT OF THE GRANT, IN THE
GRANTS OPERATING FEDERAL FUND, FROM GRANT RECEIPTS, FOR
REGISTRATION FEES, ASSOCIATED TRAVEL EXPENSES, VALIDATION SERVICES
AND PERSONNEL EXPENSES; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2018-2019 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the amount
of $286,634.00, subject to the receipt of the grant, in the Grants Operating Federal Fund, from grant receipts,
for registration fees, associated travel expenses, validation services, and personnel expenses.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 23392-09-2018 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Ratify Application and Authorize Acceptance of, if Awarded, the Fiscal Year 2018 DNA Capacity
Enhancement and Backlog Reduction Program Grant in the Amount of $286,634.00 from the U.S.
Department of Justice, Office of Justice Programs, National Institute of Justice, Authorize Execution of
Related Agreement, and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2018 DNA
Capacity Enhancement and Backlog Reduction Program Grant from the U.S. Department of Justice,
Office of Justice Programs, National Institute of Justice in the amount of $286,634.00;
2. Authorize the execution of a Grant Agreement with the U.S. Department of Justice, Office of Justice
Programs, National Institute of Justice; and
3. Adopt appropriation ordinance increasing estimated receipts and appropriations in the Grants
Operating Federal Fund in the amount of $286,634.00 upon receipt of the grant.
DISCUSSION:
The goal of the United States Department of Justice DNA Capacity Enhancement and Backlog Reduction
Grant Program (Program) is to assist eligible states and units of local government in processing,
recording, screening and analyzing forensic DNA and DNA database samples. The Program also seeks
to increase the capacity of public forensic DNA and DNA database laboratories to help reduce the number
of forensic DNA and DNA database samples awaiting analysis.
The Fort Worth Police Department (FWPD) applied for Program funding in the amount of $286,634.00 for
registration fees, associated travel expenses, and validation services.
Personnel expense will pay for a property clerk to inventory cold case evidence. The registration fees
and associated travel expenses will pay for Staff members to attend various conferences, workshops and
classes. The training will provide staff members with opportunities to stay up-to-date on the newest
developments in DNA testing and allow staff members to meet the continuing education requirements set
by the Federal Bureau of Investigation (FBI) Quality Assurance Standards. The laboratory will coordinate
with an outside laboratory to complete validations and allow FWPD DNA analysts to continue working on
casework, which may contribute to decreased wait time for analysis and reduced backlogs.
Matching funds are not required under the Program. The funding type is reimbursable.

This application has salary or fringe benefits. This grant does not include indirect costs due to department
omission. If awarded, these funds will be included in a budget modification.
This contract will be with a governmental entity, state agency or public institution of higher education: US.
Department of Justice, Office of Justice Programs, National Institute of Justice.
This Program will serve ALL COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations, receipt of the grant
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Operating Federal Fund. The Police Department is responsible for
the collection and deposit of funds due to the City. If awarded, the City will be paid on a reimbursement
basis.
