HomeMy WebLinkAboutResolution 1042 A Resolution opted Resolution ?+0.?4- ;?d WHEREAS, the Congress has enacted legislation creating programs to dispense federal funds to local governments; and, WHEREAS, the federal funds have been dispensed to local governments through the block grant and the categorical, block grant processes; and, 01'\VTIMMA,.? 31 is the preference of the City of Fort Worth that such funds be dispensed through formula grants such as revenue sharing and com- munity development block grants; and, WHEREAS, the categorical process which dispenses such funds as UDAG, UMTA, EDA and other similar discretionary grants are the least effec- tive because of the cost of qualifying applicants and administering such grants; and, WHEREAS, gross inequities are inherent in the subjective decisions required to authorize such grants; and, WHEREAS, such grants do long-term damage to local governments by forcing the national debt higher and by competing in credit markets, thereby harming the local government's ability to provide service; and, WHEREAS, categorical grants such as UDAG and EDA often subsidize free enterprise projects; thereby creating unfair competition in the market place, NOW, THEREFORE, BE IT RESOLVED that the members of Congress and other interested parties be advised that the City Council of the City of Fort Worth, Texas, adopts the following position: That Congress enact legislation which eliminates all catego- rical grants for the reasons heretofore mentioned: That Fort Worth's Congressional Representatives are urged to use all means at their disposal to achieve an end to the categorical grant process immediately; and, That Congress use the savings accrued from the immediate curtailment of the categorical grant process to reduce the federal deficit; and, FUTHERMORE, WHEREAS, the expenditures for national defense consumes a major portion of federal revenues and consequently drives the national debt higher; and, 0 a" OF FORT WOR= WHEREAS, major defense procurement programs can and should be spread over additional years to reduce its annual impact on the federal budget and accompanying deficits; and, WHEREAS, the reduction of federal deficits are in the best interest of citizens of the City of Fort Worth,. and the nation as a whole, NOW, THEREFORE, BE IT RESOLVED that the members of Congress and other interested parties be advised that the City Council of Fort Worth, Texas, adopts the following position: That Congress enact legislation which will spread the pro- curement of major defense programs over additional years and v thereby reducing the annual impact of defense expenditures on the federal budget; and, O That Congress use the resulting savings to reduce the federal deficits.
