WHEREAS, atmospheric ozone has been identified as a threat to human health; and WHEREAS, the National Ambient Air Quality Standard for ozone has not been met in Tarrant County, Texas; and WHEREAS, the U. S. Environmental Protection Agency has called for a State Implementation Plan revision for Tarrant County to be submitted by August 1985 with the purpose of ozone con- trol; and WHEREAS, the Texas Air Control Board is the lead agency for pro- tecting the air resources in Texas; and WHEREAS, the U. S. Environmental Protection Agency mandates a 51 percent reduction in volatile organic compound emissions in Tarrant County by the end of 1987 in order to reduce ozone levels to the national standard; and WHEREAS, the State Implementation Plan for air quality improvements to be promulgated by the Texas Air Control Board will con- tain a number of cost-effective control measures designed to reduce volatile organic compound emissions; and WHEREAS, The Texas Air Control Board has determined that the pro- posed revision to the Texas State Implementation Plan, Ozone Control Strategy, will fail to demonstrate a reduc- tion in volatile organic compounds sufficient to comply with the National Ambient Air Quality Standard for ozone; and WHEREAS, the Texas Air Control Board has estimated that the pro- posed control measures would reduce volatile organic com- pounds in Tarrant County by 38 percent by 1987 and would cost an estimated 25 million dollars per year; 0 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: That the following are supported by said Council: 1. A reduction in levels of ozone for the purpose of improving air quality; CM of FORT WORM 2. Action by the Texas Air Control Board to evaluate the effec- tiveness of the inclusion of perimeter county residents into the vehicle inspection and maintenance program; 3. Action by the Texas Air Control Board to evaluate reasonable additional available control measures to avoid possible future sanctions by the Environmental Protection Agency in Tarrant County. 4. The Draft Implementation Plan for Tarrant County as submitted by the Texas Air Control Board; I PASSED AND APPROVED by th,e City Council of the City of Fort Worth, Texas, this day of , 1985.
