WHEREAS, the City of Fort Worth, a Texas home-rule municipality (the "City"), and
Halff Associates, Inc., authorized to do business in Texas (the "Consultant"), made and
entered into City Secretary Contract No. 49299, (the "Contract"), which was authorized on
the 14th day of July 2017 in the amount of$ $78,000.00; and
WHEREAS, the Contract involves professional services for the following project: Trail
Gap Study; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the Contract to
include an increased scope of work and revised fee.
NOW THEREFORE, City and Consultant, acting herein by and through their duly
authorized representatives, enter into the following agreement, which amends the
Contract:
(1) Article I of the Contract is amended to include the additional professional services
specified in a proposal dated November 6, 2018, a copy of which is attached
hereto and incorporated herein. The cost to the City for the additional design
services to be performed by the Consultant totals $8,200.00. (See Attached
Funding Breakdown Sheet, Page 4.)
(2) Article II of the Contract is amended to provide for an increase in the fee to be paid
to the Consultant for all work and services performed under the Contract, as
amended, so that the total fee paid by the City for all work and services shall be an
amount of$86,200.00.
(3) Article III of the Contract is amended to provide for an Agreement term of eighteen
(18) months, beginning upon the Effective Date, or until the expiration of the funds
or completion of the subject matter contemplated herein, whichever occurs first.
(4) Article XVII of the Contract is amended to include the attachment 'Supplemental
Attachment: Prohibition On Contracts With Companies Boycotting Israel', a copy of
which is attached hereto for execution by Consultant.

(5) All other provisions of the Contract, which are not expressly amended herein, shall
remain in full force and effect.
Duly executed by each party's designated representative to be effective on the date
subscribed by the City's designated Assistant City Manager.

Supplemental Attachment
Prohibition On Contracts With Companies Boycotting Israel
Consultant acknowledges that in accordance with Chapter 2270 of the Texas
Government Code, the City is prohibited from entering into a contract with a
company for goods or services unless the contract contains a written verification
from the company that it: (1) does not boycott Israel; and (2) will not boycott Israel
during the term of the contract. The terms "boycott Israel" and "company" shall
have the meanings ascribed to those terms in Section 808.001 of the Texas
Government Code. By signing this contract, Consultant certifies that
Consultant's signature provides written verification to the City that
Consultant. (1) does not boycott Israel;and(2) will not boycott Israel during
the term of the contract.

As discussed, Halff Associates (CONSULTANT) is pleased to submit this scope amendment and additional services
confirmation for$8,200 to provide the Prioritization/Recommendation Memorandum revisions to incorporate the
additional items as listed below for the City of Ft. Worth (CITY).
The fees required to perform the associated services will be in addition to the currently contracted fees. Per our
understanding of the requirements,the specific tasks are identified as follows:
A. Additional Services:
1. Prioritization/Recommendation Memorandum($8,000):
CONSULTANT will revise the Prioritization/Recommendation Memorandum to incorporate additional
items that were provided by the CITY to the CONSULTANT on October 25th,2018. Responsibilities and
deliverables are as follows.
Additional Items to be Incorporated by the CONSULTANT and provided by the CITY(Not included in
the original scope of services):
■ Gap Study Background and Purpose page
■ Trail Gap Identification Criteria page
■ List and Location of eight (08)additional trail gaps not studied by the CONSULTANT
■ Opinion of Probable Cost for eight (08) additional trail gaps not studied by the CONSULTANT
■ Public Demand Ratings to all fourteen (14)trail gaps
■ Future Updates to Study Summary page
Additional Items to be prepared and incorporated by the CONSULTANT(Not included in the original
scope of services):
■ citywide Trail Gap Assessment Masterplan Graphic(14 total trail gaps)
CONSULTANT shall prepare a CITY wide graphic highlighting all 14 trail gaps identified within
the scope of the study.

■ Location Descriptions
CONSULTANT shall research and provide starting and ending limits of the additional eight(8)
trail gaps.
■ Prioritization Ranking
CONSULTANT shall assess ejght (08) additional trail gaps to explore the identified criteria
(System Connectivity, Cost, Community Impact, Urban Destinations, Environmental
Destinations, Public Demand, Reduction of Vehicular Traffic, Corridor Safety and Economic
Boost).
■ Trail Gap Rating Summary Chart
CONSULTANT shall provide a single chart summarizing all 14 trail gap's Prioritization Rankings.
2. Reimbursable Expenses($200):
Reimbursable Expenses shall include, but are not necessarily limited to expenses for supplies,printing
of plans and specifications and similar incidentals.
Project Schedule
The project schedule below is contingent upon a received approved Notice to Proceed for the previously
stated additional services, items to be provided by the CITY and CITY review timeframe as stated below.
• Prioritization/Recommendation Memorandum Revisions-2 Weeks
• Quality Control Review—1 Week
• Drawing Review by Client—1 Week
• Finalize Documents for Final Submittal to the CLIENT-1 Week
Exclusions
• Additional TDLR Plan Reviews
• Additional revisions to the previously submitted Schematic Sets outside changes requested during the
preliminary schematic review period.
• Design of areas outside the project limits
• Trail Profiles
• Topographic Survey
• Additional Meeting and/or workshops not included in the original Scope of Work
• Additions to the project scope or budget that causes additional work.
• Additional work not specifically included in the above Proposed Scope of Work.
• Revisions to the plans requested by the CITY after the plans are approved, unless necessitated by
discrepancy in the plans.
• Additional site visits or field assessments.
• Schematic Design for the additional eight (08) corridors further studied for prioritization ranking will not
be provided.
