AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS
IN THE GRANTS FUND IN THE AMOUNT OF $1,319,185.91, SUBJECT TO RECEIPT
OF THE TARRANT COUNTY REGIONAL AUTO CRIMES TASK FORCE GRANT, FOR
THE PURPOSE OF FUNDING PARTICIPATION IN THE TARRANT COUNTY REGIONAL
AUTO CRIMES TASK FORCE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2010-2011 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Grants Fund in the amount of $1,319,185.91, subject to receipt of the Tarrant County Regional Auto Crimes
Task Force Grant, for the purpose of funding participation in the Tarrant County Regional Auto Crimes Task
Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No.19355 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict
with such other ordinances and appropriations, in which instance said conflicting provisions of said prior
ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize the Execution of an Interlocal Agreement with Tarrant County to Conduct Auto Theft and
Burglary of Motor Vehicle Investigations Through Participation in the Tarrant Regional Auto Crimes Task
Force, Accept $1,078,815.12 from the Tarrant County Regional Auto Crimes Task Force Grant, Authorize
$240,370.79 in Matching Funds and Adopt Appropriation Ordinance
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to:
1. Execute an Interlocal Agreement with Tarrant County to participate in the Tarrant County Regional
Auto Crimes Task Force;
2. Accept an estimated $1,078,815.12 from the Tarrant County Regional Auto Crimes Task Force Grant;
3. Authorize the Interlocal Agreement to be extended by written mutual agreement for four one-year
option periods with estimated annual increases of eight percent in subsequent years without further action
from Council;
4. Authorize the transfer of $40,972.75 from the General Fund to the Grants Fund for the City's partial
match of the Auto Crime Task Force Interlocal Agreement in Fiscal Year 2011, contingent upon receipt of
adequate funding in the Fiscal Years 2012, 2013, 2014, and 2015 General Fund budget, authorize the
transfer from the General Fund to the Grants Fund of $199,398.04; and
5. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $1,319,185.91 subject to receipt of the grant.
DISCUSSION:
The City of Fort Worth has been an active participant in the Tarrant County Regional Auto Crimes Task
Force, previously named Tarrant County Auto Theft Task Force, since 1993. The task force implements
coordinated and cooperative auto crime enforcement operations that include the investigation of auto
thefts and burglary of automobiles. Previously, the Agreement was authorized by the City Council under
MSC C-23698 (City Secretary Contract No. 37422). The program is funded by the Texas Automobile
Burglary and Theft Prevention Authority, which reimburses Tarrant County for part of the cost of the task
force. This Agreement is authorized pursuant to State law.
Currently, seven municipal police agencies, the Tarrant County Sheriffs Department and the Texas
Department of Public Safety participate in the task force and are partially reimbursed for the participation
of their staff by a grant from the Texas Automobile Burglary and Theft Prevention Authority. The Fort
Worth Police Department will assign one sergeant and one detective to the task force with~80 percent of
their salary, overtime and associated fringe benefits being reimbursed by Tarrant County through the

Tarrant County Regional Auto Crimes Task Force Grant and the additional 20 percent is covered by the
Police General Fund. Also, $20,000.00 is allocated and authorized to be spent on overtime under this
grant. Indirect costs are not allowable expenses under this grant.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above recommendations
and adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Grants Fund.
